Deputy Sean Fleming asked the Minister for Public Expenditure and Reform if members of unions who do not sign up to the Lansdowne Road agreement will receive the pay increases and changes to the pension levy provided for by the agreement; and if he will make a statement on the matter. Following the acceptance by the Public Services Committee of the Irish Congress of Trade Unions of the Lansdowne Road Agreement, I brought forward the Financial Emergency Measures in the Public Interest Act 2015. That makes provision for the pay increases and reductions in the Pension-related Deduction for all public servants, as set out in the Agreement, regardless of whether they have voted against the terms of the Agreement.

The Government is fully honouring its commitments under the Haddington Road Agreement, and the Act shows that the Government is committed to honouring the terms of the Lansdowne Road Agreement which extended the Public Service Agreement out to September 2018. I remain hopeful that those Unions or Associations who have to date not been in a position to subscribe to the terms of the Lansdowne Road Agreement will do so to enable their members avail of the full benefits of that Agreement.
