167. Deputy Noel Coonan asked the Minister for Agriculture, Food and the Marine when payment under Single Payment Scheme, the Dairy Farmer Scheme, the Top-Up Scheme and the Young Farmer Scheme will issue to a person (details supplied) in County Tipperary; and if he will make a statement on the matter. The person named submitted two 2015 Transfer of Entitlement Allocation Right and Reference Value applications to my Department. One of these applications to transfer by gift was fully processed and the person named received Basic Payment Scheme advance payment on 19 October 2015 and balancing payment on 1 December 2015.

The second application sought the transfer of allocation rights and reference values to the person named by inheritance of holding. There was an issue regarding the transferor under this application that had prevented it from being processed. This issue has now been resolved, the application is processed and payment on foot of the entitlements that were the subject of this transfer application will be made shortly.

Due to difficulties with the transfer of herd numbers, the flat rate dairy payment did not issue to the person named in the initial payment run. This case is currently being examined and it is anticipated payment will issue before the end of January. The Young Farmer top-up element of the payment will issue, if eligible, in March/April.

My Department has no record of a Young Farmers Scheme application being submitted on behalf of the person named. If the person named can verify that he did submit an application under the Young Farmers Scheme, he should contact the National Reserve/Young Farmers Scheme section directly at NationalReserveYFS@agriculture.gov.ie to pursue the matter further.
