271. Deputy Kevin O'Keeffe asked the Minister for Agriculture, Food and the Marine why payment has not issued to persons (details supplied) in County Cork under the basic farm payment scheme. [5545/16]

EU Regulations governing the Basic Payment Scheme provide that all farmers who were eligible to receive a direct payment greater than €100 in 2013 (Single Payment, Grassland Sheep Scheme, Burren Life Scheme, Beef Data Scheme) have an automatic allocation right under the Basic Payment Scheme in 2015. The persons named did not receive a direct payment in 2013 and therefore do not hold an allocation right into the Basic Payment Scheme. The persons named purchased entitlements in 2014 and received Single Payment on those entitlements for that year, however, this does not provide them with an allocation right into the new Basic Payment Scheme in 2015. The persons named have also submitted a 2015 Private Contract Clause application to my Department seeking the transfer of land and corresponding entitlements by lease as Transferees. The Transferor in the case has an outstanding 2013 Single Payment that requires to be finalised in order to render them eligible to transfer the land and entitlements for 2015. This 2013 payment will be finalised shortly, following which the Private Contract Clause application can be finalised to facilitate payment to the persons named.
