382. Deputy Niall Collins asked the Minister for Public Expenditure and Reform the role of the Public Appointments Service in employing persons with a disability in the public sector; if the service monitors the implementation and progress of the target across the public service; and if he will make a statement on the matter. As the Deputy will be aware, Part 5 of the Disability Act 2005 sets a 3% target for the employment of people with disabilities in the Public Service. This is monitored on an annual basis by the National Disability Authority (NDA). 

The Department of Public Expenditure and Reform is responsible for reporting to the NDA on the Civil Service position regarding this target.

In its latest published report for 2014, the NDA reported that the proportion of staff with disabilities in the Public Service exceeded the 3% target for the fourth successive year.  In the Civil Service, 4.3% of staff employed in Government Departments were reported as having a disability.
