Deputy Catherine Connolly asked the Minister for Jobs, Enterprise and Innovation if the European Commission is acting ultra vires having delivered on 6 July 2016 a proposal to the Council of Ministers to provisionally apply the entirety of the comprehensive economic and trade agreement.
