Registration of Nurses

I wish to thank the Deputy for the matter raised. Department Officials have made enquires with the Nursing and Midwifery Board of Ireland (NMBI) who have advised that the individual applied for an application pack from the NMBI on 28 September 2016 to be considered for registration in the General Nurse Division of the Register. This form was duly completed by the applicant and returned to the NMBI's office on 20 October 2016. As part of the application process the applicant was required to furnish the NMBI with a verification of their registration and good standing from the Nursing and Midwifery Council in the UK.

This document was received in the NMBI office on 28 November 2016 and updated on the NMBI's computer system on 4 December 2016. Following receipt of this document a full registration review was carried out of the application and the individual has now been deemed eligible for registration with NMBI. The central principle of the NMBI is that of protection of the public therefore it is important that a full rigorous assessment takes place on all applications received.

The applicant has now been advised of their approved registration and has been requested that in order to complete the process they must now pay the final registration fee and on receipt of same the application for registration will be finalised and they will be placed on the Register with immediate effect.

The Government is committed to providing services and supports for people with disabilities which will empower them to live independent lives, provide greater independence in accessing the services they choose and enhance their ability to tailor the supports required to meet their needs and plan their lives. This commitment is outlined in the Programme for Partnership Government, which is guided by two principles: equality of opportunity and improving the quality of life for people with disabilities.

Registration of Nurses

I wish to thank the Deputy for the matter raised. I have made enquires with the Nursing and Midwifery Board of Ireland (NMBI) which has advised that the applicant who applied for consideration of registration in the Psychiatric Division of the Register already holds registration with NMBI in the Intellectual Disability Division of the Register. Educational assessments were undertaken on the individual's application on both 19 January 2016 and the 14 March 2016. Following evaluation of the supporting documentation a refusal decision was reached as the applicant did not meet the NMBI's requirements for registration.

The individual appealed this decision on 1 July 2016. This appeal included a number of additional documents that were not provided during the initial application process. Also the educational assessor reviewing the appeal required further clarification on some of the documentation received in advance of finalising her report. The Registration Committee, who consider appeals, meet 4 times a year. The appeal was due to be heard at a Registration Committee meeting scheduled for 1 December 2016. This meeting was cancelled due to quorum issues and was re-scheduled for 21 December 2016. A decision letter issued following this appeal on 4 January 2017 advising that the original decision had been overturned based on additional information provided and that they would have to successfully undertake a period of adaptation as a pre-requisite to registration with NMBI.

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The scheduling of appointments for patients is a matter for the hospital to which the patient has been referred. Should a patient's general practitioner consider that the patient's condition warrants an earlier appointment, he or she should take the matter up with the consultant and the hospital involved. In relation to the specific case raised, I have asked the HSE to respond to you directly.
