I confirm that my department received an application for carer’s allowance (CA) from the person concerned on 4 November 2016.

The application was referred to a local social welfare inspector (SWI) on 3 January 2017 to assess the level of care being provided, assess means and confirm that all the conditions for receipt of carer’s allowance are satisfied. Once the SWI has reported, a decision will be made and the person concerned will be notified directly of the outcome.

The person concerned is in receipt of Carer’s Allowance (CA) since 14 November 2013.

Periodically entitlement to the allowance is reviewed to ensure that the conditions for receipt are still satisfied and a review commenced in this case in August 2016.

The outcome is that it was decided that the care recipient still requires full-time care and attention. Accordingly payment of CA will continue.

The person concerned was notified of these details on 16 December 2016.

An application for carer's allowance (CA) was received from the person concerned on 29 November 2016.

CA is a means-tested social assistance payment made to persons who are providing full-time care and attention to a person who has a disability such that they require that level of care.

A person can be considered to be providing full-time care and attention where they are engaged in employment, self-employment or on training courses outside the home for a maximum of 15 hours per week, provided that they can show to the satisfaction of a deciding officer that adequate care has been provided for the care recipient in their absence.

As the applicant is a self-employed, the matter was referred to a local social welfare inspector (SWI) on 12 January 2017 to assess the level of care being provided, assess means and confirm that all the conditions for receipt of carer’s allowance are satisfied.

Once the SWI has reported, a decision will be made and the person concerned will be notified directly of the outcome.

I confirm that my department received an application for carer’s allowance (CA) from the person concerned on 8 November 2016.

It is a condition for receipt of CA that the carer’s means must be less that the statutory limit. It is a further condition that the carer must be providing full-time care and attention.

A person can be considered to be providing full-time care and attention where they are engaged in employment, self-employment or on training courses outside the home for a maximum of 15 hours per week, provided that they can show to the satisfaction of a deciding officer that adequate care has been provided for the care recipient in their absence.

This application was disallowed on the grounds that neither condition was satisfied.

The person concerned was notified on 10 January 2017 of this decision, the reasons for it and of her right of review and appeal.

I confirm that my department received an application for Carer’s Allowance (CA) from the person concerned on 12 July 2016. It is a condition for receipt of a CA that the person being cared for must have a disability whose effect is that they require full-time care and attention.

This is defined as requiring from another person, continual supervision and frequent assistance throughout the day in connection with normal bodily functions or continuous supervision in order to avoid danger to him or herself and likely to require that level of care for at least twelve months.

The evidence submitted in support of this application was examined and the deciding officer decided that this evidence did not indicate that the requirement for full-time care was satisfied.

The person concerned was notified on 11 January 2017 of this decision, the reason for it and of her right of review and appeal.

I confirm that my department received an application for carer’s allowance (CA) from the person concerned on 13 June 2016 in respect of two care recipients.

It is a condition for receipt of CA that the applicant must be habitually resident in the State.

It is a further condition for receipt of a CA that the person being cared for must have a disability whose effect is that they require full-time care and attention.

This is defined as requiring from another person, continual supervision and frequent assistance throughout the day in connection with normal bodily functions or continuous supervision in order to avoid danger to him or herself and likely to require that level of care for at least twelve months.

The evidence submitted in support of this application was examined and the deciding officer decided that the person concerned does not satisfy the habitual residency condition and that the evidence does not indicate that the requirement for full-time care was satisfied in respect of one care recipient.

The person concerned was notified on 1 November 2016 of this decision, the reasons for it and of his right of review and appeal.

He has appealed this decision to the independent Social Welfare Appeals Office (SWAO). A submission on behalf of the deciding officer has been prepared and forwarded to the Appeals Office for determination.

The person concerned was notified of these details by letter on 11 January 2017. The letter also advised him that the Department proposes to reduce the amount of an existing debt, arising from a previous overpayment, by withholding arrears of CA against the debt.

He has been offered 21 days to reply to this proposal.

The person in question has lodged an appeal with the independent Social Welfare Appeals Office (SWAO). All the relevant papers requested by that Office recently were submitted by my department and the SWAO will be in touch with the person in due course in relation to the progress of the appeal.

The application for disability allowance, based upon the evidence submitted, was refused on medical grounds and this man was notified in writing of this decision on 28 November 2016.

The person in question requested a review of the decision by a deciding officer (DO) and submitted additional evidence for consideration. The review has now been concluded by a DO but the outcome is that the decision to refuse on medical grounds has been confirmed.

This man is being notified directly of the outcome of this review. They will also be advised of their right to appeal this decision to the independent social welfare appeals office.
