Food Poverty

243. Deputy Caoimhghín Ó Caoláin asked the Minister for Health if his attention has been drawn to the proposal on developing family food initiatives to support children and families experiencing food poverty to have access to healthy food and to develop cooking and food growing skills; if he, working with the Department of Children and Youth Affairs, will consider the development of family food initiatives and the funding of same; and if he will make a statement on the matter. There are a number of proposals on family food initiatives to support children and families experiencing food poverty to have access to healthy food and to develop cooking and food growing skills.

My Department has made our own commitments to action in this area in the Obesity Policy and Action Plan- A Healthy Weight for Life, a 10 year strategy launched last September. The Department has identified a targeted action to scale up effective community based programmes with a focus on disadvantaged areas to enhance knowledge and skills with regard to healthy eating and active living. (Action 9.2) In conjunction with the Health Service Executive, it is recommended that special emphasis be placed on providing guidance, advice and training to parents on healthy food and healthy eating. The Health Service Executive has already developed and is implementing two projects ‘Cook It ‘ and ‘Healthy Food Made Easy’ both of which focus on healthy eating and healthy cooking for disadvantaged communities.

In addition, Agri Aware’s programme Incredible Edibles, which comes with the backing of the Department of Agriculture, Food and the Marine, my Department and the Department of Education and Skills, is a healthy eating initiative for Primary School pupils. It encourages schools across the country to get busy growing carrots, lettuce, potatoes, strawberries, turnips and herbs. Schools are supplied with grow packs, activity sheets and videos containing everything needed to grow these healthy foods.

Obesity Strategy

Deputy Caoimhghín Ó Caoláin asked the Minister for Health if he will work with his colleagues in other Departments to assess the feasibility of introducing fruit and vegetable subsidies targeted at disadvantaged communities, in which obesity levels are almost three times higher than in better off communities; and if he will make a statement on the matter. My Department is committed to working with other Departments to improve the fruit and vegetable consumption of all school children including those in disadvantaged communities.

A key recommendation in the Obesity Policy and Action Plan - A Healthy Weight for Life, a 10 year action plan launched last September, is the development and implementation of a ‘whole of school’ healthy lifestyle programme, which includes nutrition, incorporating knowledge, skills and greater understanding of environmental factors that influence children and young people.( Action 1.1). To help achieve this the Department is engaging with a range of stakeholders looking at models of good practice.

My Department is already linking in with the Department of Agriculture, Food and the Marine on the Food Dudes Programme, a programme that is managed by Bord Bia and receives financial support from the Department of Agriculture, Food & the Marine and the European Union through the School Fruit Scheme.

Food Dudes encourages children to eat more fruit and vegetables both in school and at home. The Programme has been shown to be effective and results long lasting across the primary age range, regardless of gender, school size, geographic and socio-economic factors.

My Department is also working with the Department of Social Protection developing national Nutrition Standards for their School Meals Local Projects Scheme which provides funding towards provision of food services for disadvantaged school children. This Scheme provides funding directly from the Department of Social Protection to primary schools, secondary schools and local groups and voluntary organisations which operate their own school meals projects.

The School Meals Local Projects Scheme aims to provide regular, nutritious food to children who are unable, by reason of lack of good quality food, to take full advantage of the education provided for them. Research has shown that inadequate nutrition impacts negatively on children’s ability to learn and benefit from education. Proper nutrition can improve children’s ability to concentrate, improve disruptive behaviour and encourage children to attend school. The School Meals Local Project is an important component of policies to encourage school attendance and extra educational achievement by children, particularly those from the most disadvantaged background.

Vaccination Programme

The State has two childhood immunisation programmes - the Primary Childhood Immunisation Programme (PCIP) and the School Immunisation Programme (SIP).

The PCIP is administered by GPs to children in 5 visits between 2 and 13 months of age. It includes the 6 in 1 Vaccine (Diphtheria Tetanus Whooping Cough (Pertussis) Hib (Haemophilus influenzae b) Polio (Inactivated poliomyelitis) Hepatitis B), PCV (Pneumococcal Conjugate Vaccine), MenB Vaccine (Meningococcal B Vaccine), Rotavirus oral vaccine, MMR (Measles Mumps Rubella) and Hib/MenC (Haemophilus influenzae b and Meningococcal C combined vaccine). The full schedule is available on the HSE National Immunisation Office website - http://www.hse.ie/eng/health/Immunisation/pubinfo/newschedule/immschedule/.

The School Immunisation Programme includes the administration of vaccines at both primary and second level. Children of 4-5 years of age receive the 4 in 1 booster to protect against diphtheria, polio, tetanus and whooping cough (pertussis); and a second dose of the MMR vaccine in primary school. These are normally given by a HSE doctor or nurse in the school to Junior Infants, except in Sligo, Leitrim and Donegal where they are given by GPs. All students in first year of second level schools are offered both a booster dose of the Meningococcal C (MenC) and Tdap (tetanus and low-dose diphtheria and pertussis) vaccines. Girls are also offered the HPV (Human Papilloma virus) vaccine, to protect against cervical cancer. These vaccines are normally administered by a HSE doctor or nurse in a school setting.

Children on Toraigh, County Donegal, can receive their PCIP vaccines from their GP and their SIP vaccines in the school setting from a GP, or HSE doctor or nurse.

Nursing Homes Support Scheme Review

The Nursing Homes Support Scheme (NHSS) is a system of financial support for those in need of long-term nursing home care. Participants contribute to the cost of their care according to their income and assets while the State pays the balance of the cost. The Scheme aims to ensure that long-term nursing home care is accessible and affordable for everyone and that people are cared for in the most appropriate settings.

When the NHSS commenced in 2009, a commitment was made that it would be reviewed after three years. The Report of the Review was published in July 2015. Arising out of the Review, a number of key issues have been identified for more detailed consideration across Departments and Agencies. An Interdepartmental/Agency Working Group has been established to progress the recommendations contained in the Review. This Group is chaired by the Department of Health and includes representatives from the Department of the Taoiseach, the Department of Public Expenditure and Reform, the HSE, the Revenue Commissioners and, when required, the National Treatment Purchase Fund.

Once all of the relevant Review recommendations have been considered, any amendments required to the Scheme will be identified. Changes which require legislative implementation will be addressed collectively, and it is important to remember that the NHSS is largely underpinned by primary legislation.
