Deputy Sean Fleming asked the Taoiseach if all State bodies under the aegis of his Department have furnished a report confirming the State body has complied with its obligations under tax law for 2015 and 2016 as required under the code of practice for the governance of State bodies; the action which was taken regarding those bodies that did not submit such requests; and if he will make a statement on the matter. NESC’s role is to analyse and report on strategic issues for Ireland’s economic, social, environmental and sustainable development. Its tax obligations arise in relation to payroll and, as relevant, professional services withholding tax. All payments and accounting practices are audited annually by the C&AG and detailed in the Council’s Annual Report and Financial Statements.
The most recent Annual Report and Financial Statement, for 2015, was published in December 2016, and includes the Chairman’s Statement confirming that the NESC’s policies and procedures comply with the Code of Practice for the Governance of State Bodies.
Compliance with the Code of Practice is reviewed on a regular basis and will be again in the context of the preparations for the 2016 report and financial statements.
