1324. Deputy Éamon Ó Cuív asked the Minister for Housing, Planning and Local Government the average cost of providing public water to domestic customers of Irish Water; the average cost of providing wastewater services to domestic customers; if the subsidy to Irish Water is based on these costs; and if he will make a statement on the matter. The Commission for Regulation of Utilities (CRU) determined in December 2016 the cost of water services for the two year period 2017 and 2018 at €1,843m (2015 prices). This will be funded through Exchequer subsidy and Non-Domestic charges. This revenue allows for operations and maintenance, the depreciation of IW assets and a return on capital investment. The cost of water services is assumed to split 50:50 between water and wastewater and 80:20 between domestic and non-domestic expenditure.

The Exchequer subsidy to Irish Water is based on this CRU determination.
