67. Deputy Bernard J. Durkan asked the Minister for Culture, Heritage and the Gaeltacht the extent to which she expects to be in a position to support all aspects of the performing arts in 2018 with particular reference to the need to offer support and encouragement to community based groups involved in local amateur productions; and if she will make a statement on the matter. Amharc ar fhreagraFunding for the arts at all levels is primarily a matter for the Arts Council. In this regard, I secured significant additional funding for the Arts Council in Budgets 2017 and 2018. The increase in the Arts Council's allocation over 2017 and 2018 is €8 million and this additional funding will assist the Council greatly in implementing its 10-year strategy Making Great Art Work (2016-2025). Under this strategy the Arts Council has identified five funding categories that will enable it to deliver on its strategic goals. This includes the provision of funding to support local authorities in delivering arts experiences to people across Ireland
On 8 December 2016, the Creative Ireland Programme was launched as the Government's Legacy Programme from the 2016 Centenary Programme and as the main implementation vehicle for the priorities identified in Culture 2025/Éire Ildánach. The Creative Ireland Programme is a high level, high ambition, 5-year initiative, from 2017 to 2022 which is the centenary of the foundation of the State. The Programme aims to place creativity at the centre of public policy. It is being led by my Department in partnership with other Government Departments and Agencies, local authorities, the third level sector, arts and culture organisations - including the National Cultural Institutions.
Pillar 2 of Creative Ireland is focused on local communities and in this context, a Culture Team has been established in each of the 31 local authorities and each local authority has produced a 2017 Creative Ireland Plan and is now in the process of drawing up a more detailed 2018 Creative Plan setting out a five year plan for local creativity.
These policy initiatives are supported by very significant additional investment directed at the arts and culture sector. Already in 2017, I announced details of more than €10 million in capital funding to 122 arts organisations around the country under the Arts and Culture Capital Scheme 2016-2018. This is the most significant investment in arts and cultural centres in a decade and will target investment at a range of different facilities, including arts centres, theatres, galleries and museums, as well as artists’ studios and creative spaces.

Deputy Clare Daly asked the Minister for Culture, Heritage and the Gaeltacht if her attention has been drawn to a shortage of hares for coursing events in recent weeks; and if NPWS officials will take steps in view of this to ensure that hares are earmarked with dye immediately upon release after events to ensure that they are not in continuous use by hare coursing clubs and that NPWS officers will be present to monitor upcoming events on the fixture list of an organisation (details supplied). Amharc ar fhreagraMy Department has issued licences to the organisation in question on behalf of its affiliated clubs to capture and tag hares during the 2017/18 coursing season. The type of tagging device which is allowed is either an earmark or a spray dye. During the 2016/17 coursing season, conservation rangers of my Department attended seventeen coursing meetings and the same number of meetings was monitored during the 2015/16 season. While my Department does not have resources to provide 100% attendance at coursing meetings it endeavours to attend as many meetings as possible having regard to the various demands on its staffing complement. It is my intention that a greater number of coursing events, including the release of hares after coursing meetings, will be monitored in the 2017/18 season than in the previous season.
69. Deputy Peadar Tóibín asked the Minister for Culture, Heritage and the Gaeltacht her views on the lack of engagement of the owner of the site on which the Moore Street national monument is located with a group (details supplied). [47916/17]
Amharc ar fhreagraThe national monument at Nos. 14-17 Moore Street is in the ownership of the State.
The report of the group referred to, which was published in March 2017, refers to discussions with the owners of the adjoining site indicating that they were prepared to consider alternative options for certain aspects of the site through open dialogue.
As recommended by the report, I have in the meantime set up the Moore Street Advisory Group whose task includes engagement with relevant stakeholders, including developer interests, in relation to the report recommendations.
The detailed arrangements for engagement between various individual stakeholders and the group are a matter to be decided upon by the parties on a case by case basis. It is too early at this stage to take any view on the extent or value of any such engagements. I would encourage all stakeholders to engage with this Group.
70. Deputy Niamh Smyth asked the Minister for Culture, Heritage and the Gaeltacht if an audit is in place for the awarding of funding by Creative Ireland; if so, the process by which the audit will be carried out; and if she will make a statement on the matter. [47852/17]
Amharc ar fhreagraThe Creative Ireland Programme is not a funding body and does not administer any specific grant or funding schemes. Neither is it my intention that it will become such a funding body in the future.
An enabling budget of €5m was allocated to implement and promote the Creative Ireland Programme from within my Department in 2017.
To date, a sum of €4m has been expended in this regard. This includes €1m which I allocated to the local authorities to support their Culture and Creativity Plans for 2017, and €1.1m towards planning and rolling out Cruinniú na Cásca on Easter Monday.
I allocated an additional sum of €0.5m on developing two websites to inform the public at home and abroad: http://creative.ireland.ie and www.Ireland.ie - and associated digital content and social media platforms to support these websites. These have been supported by an extensive public media campaign to engage citizens in the Programme which to date has cost €0.6m.
In addition, the opportunity was taken in this, its initial year, to engage and collaborate with several key cultural partners at various important national events and festivals in order to promote the objectives and underlying values of this major new Programme, and encourage deeper understanding and appreciation of the role of creativity. Among the considerations used to identity key cultural partners was a definitive creative element to their programme, their track record in delivering a programme and their capacity to attract and engage a significant audience. To date a sum of €250,000 has been spent on this element of the Programme.
The remaining sum of €550,000 has been expended on administrative and everyday operational costs associated with the Creative Ireland Programme Office in my Department.
All programmes administered by my Department are subject to Public Financial Procedures and are monitored and reviewed on an ongoing basis to ensure value for money. Programmes can also be subject to periodic monitoring through the Department's internal and external audit processes.
71. Deputy Mattie McGrath asked the Minister for Culture, Heritage and the Gaeltacht the details of the funding provided by her Department to organisations promoting the use of the Irish language; and if she will make a statement on the matter. [47613/17]
Amharc ar fhreagraDetails of the funding schemes administered by my Department for the Irish language are available on its website at www.chg.gov.ie. Both Údarás an Gaeltachta and Foras na Gaeilge also administer a number of support schemes for the language both within and outside the Gaeltacht. Details of these schemes can be obtained on both organisations' websites at www.udaras.ie and www.forasnagaeilge.ie.
72. Deputy Tony McLoughlin asked the Minister for Culture, Heritage and the Gaeltacht her views on the national cultural institutions sharing some of their collections with local museums and arts centres in order to ensure the wider population in rural Ireland are able to access same, in particular the Yeats collection being made available in the north west; and if she will make a statement on the matter. Amharc ar fhreagraMy Department operates a Mobility of Collections Scheme to support greater regional and local access to material held in the National Collections. Based on demand for the Scheme, an allocation of €25,000 has been provided for 2017. While this Scheme can be availed of by any organisation which achieves the required standards for protection, security, curation, etc. the matter of the dissemination of cultural objects from the National Collection is a day-to-day matter for the National Cultural Institutions.
I am delighted that, over the past number of months, I have been in a position to assist both the National Library of Ireland and the National Museum of Ireland in acquiring significant additional sets of letters, items of furniture and other artefacts from the Yeats collection. These acquisitions add substantially to the State’s archive of Yeats material. The co-operative approach in managing the acquisition between the Museum and Library will also allow for major exhibitions to be held in the future using the collections of both institutions.

Deputy Mick Wallace asked the Minister for Culture, Heritage and the Gaeltacht if her attention has been drawn to the concerns of some members of the creative industries regarding Creative Ireland's potential for allowing political control over arts funding decisions; if she has examined the recent experience in Australia regarding the establishment of the national programme for excellence which diverted funding away from its independent arts council in favour of a ministry-led organisation; and if she will make a statement on the matter. Amharc ar fhreagraThe Creative Ireland Programme is a cross-Government initiative to mainstream culture and creativity in the life of the nation and to promote individual, community and national wellbeing. It aims to put creativity at the centre of public policy.
The Programme embraces the whole cultural sector, including those involved in the arts, film, broadcasting, visual arts, cultural heritage, the Irish language and the Gaeltacht, Government Departments and State agencies. The implementation of the Programme is underpinned by three essential operating principles - collaboration and communication, community empowerment and internationalisation.
In Budget 2017, I secured €5m to commence the implementation of the Creative Ireland programme, further details of which are available on http://creative.ireland.ie.
It is important to note that the delivery of the Programme, while under the aegis of my Department, will primarily be through, and in collaboration with existing agencies, the Arts Council, Irish Film Board, Government Departments, local authorities, cultural institutions and other partners, and does not seek to supplant any existing funding schemes or processes, or influence art funding decisions.
To these ends, my Department is working closely with the Arts Council and other key partners across the State and non-State sector to ensure complementarity and to avoid any duplication of efforts. The Creative Ireland Programme is ultimately about building creativity and promoting individual, community and national well-being. As such, the Australian example referred to by the Deputy is not relevant to the Creative Ireland Programme.

Deputy Maureen O'Sullivan asked the Minister for Culture, Heritage and the Gaeltacht if her attention has been drawn to claims that a club (details supplied) held trials clandestinely on 24 September 2017; her plans to investigate this; and the reason rangers were not present to monitor coursing at the club on the following weekend in view of the number of hares that were struck, injured and killed on the date in question. Amharc ar fhreagraWhile it is my understanding that no trials were held at the club in question on 24 September 2017, there would have been no requirement in any case on the club to publicise such an event. Officials from the National Parks and Wildlife Service of my Department attended trials at the club on 23 September and were present at each day of the actual coursing meeting the following weekend.
75. Deputy Aindrias Moynihan asked the Minister for Culture, Heritage and the Gaeltacht her views on the recent ESB actions on the walkways and hedgerows of the Gearagh special area of conservation; the follow up actions she plans to ensure similar actions do not reoccur in this or other special areas of conservation; the plans that are in place to reinstate the walkways; and if she will make a statement on the matter. Amharc ar fhreagraAs referred to in my answer to the Deputy's Questions Numbers 135 and 136 of 9 November 2017, the Gearagh special area of conservation is a nature reserve in the ownership of the ESB. The ESB has advised my Department that, due to concerns over public health and safety and access for emergency services, a number of damaged and fallen trees on a public walkway within the site had to be removed following the severe weather conditions of mid-October last.
The ESB has also advised that wet ground conditions, at the time that the works were carried out, have resulted in the surface of the walkway requiring reinstatement. I understand that this will be done by the ESB when weather conditions are favourable.
Officials from my Department will be meeting with the ESB shortly on this matter and will then decide if any further action by my Department is required.
Most land in protected sites is in private ownership. It is the policy of my Department, subject to the availability of resources, when it becomes aware of damage to a protected site to investigate the matter, in conjunction with other public authorities, if required.
76. Deputy Tom Neville asked the Minister for Culture, Heritage and the Gaeltacht the funding available from her Department to local heritage groups in order to support the conservation and protection of historical buildings; and if she will make a statement on the matter. [47884/17]
Amharc ar fhreagraMy role, as Minister, with regard to the protection and management of our built heritage, is set out in the provisions of relevant legislation, as are the roles of local authorities and the responsibilities of owners as regards heritage assets.
Financial support is delivered by my Department for the protection of heritage buildings under structured schemes which are administered via the local authorities.
The Built Heritage Investment Scheme is a scheme for the repair and conservation of protected structures (i.e. structures on the local authority Record of Protected Structures). This year the allocation is €3.5 million and the scheme is supporting in the region of 500 projects across the country, creating employment in the conservation and construction industries, while helping to regenerate urban and rural areas.
The Structures at Risk Fund enables conservation works to heritage structures, in both private and public ownership, which are protected under the Planning and Development Acts and are deemed to be at significant risk of deterioration. This fund has an allocation of €1.324 million in 2017 and is supporting 67 projects nationally. It seeks to encourage the regeneration and reuse of heritage properties and to help to secure the preservation of protected structures which might otherwise be lost.
The Heritage Council, which my Department funds, also provides grants for the protection and preservation of the built heritage. It is primarily a matter for the Heritage Council to decide how its funding should be allocated across the range of research, education and conservation programmes it supports annually, having regard to competing priorities for limited resources. Grant schemes for 2017 are advertised by the Heritage Council on its website www.heritagecouncil.ie.

Deputy Maureen O'Sullivan asked the Minister for Culture, Heritage and the Gaeltacht her plans to ensure that particular emphasis is provided to inspections to ensure all guidelines are being followed at hare coursing events in view of the shortage of hares to date and the fact that many coursing clubs are under pressure; and if she will make a statement on the matter. Amharc ar fhreagraWhere resources allow, local National Parks and Wildlife Service (NPWS) conservation rangers and staff attend coursing meetings, on a spot-check basis, to monitor compliance with licences issued to the Irish Coursing Club and its affiliated clubs.
During the 2016/17 coursing season, conservation rangers attended seventeen coursing meetings and the same number of meetings was monitored during the 2015/16 season. While my Department does not have resources to provide 100% attendance at coursing meetings it endeavours to attend as many meetings as possible having regard to the various calls on its staffing complement. It is my intention that a greater number of coursing events will be monitored in the 2017/18 season than in the previous season.
79. Deputy Aindrias Moynihan asked the Minister for Culture, Heritage and the Gaeltacht if a stream of funding is being made available to enable centenary events at a local level around the country in view of the fact that in the lifetime of budget 2018 the centenaries of the first events in the War of Independence will occur; her plans to consider such a scheme; and if she will make a statement on the matter. Amharc ar fhreagraI am committed to ensuring that the State's approach to remembering the significant historical events that took place on the road to the foundation of the State and all of those who lost their lives during this period, will be respectful, sensitive, inclusive and authentic. One of the most significant learnings from last year's Ireland 2016 Centenary Programme was the capacity of local communities to mobilise and achieve successful outcomes when the right structures and supports were put in place to assist their endeavours.
In its Second Phase Mission Statement, which I launched on 18th October, the Expert Advisory Group on Commemorations recognises the significant role played by local authorities to date in developing inclusive, citizen-focused, authentic commemorations and the Advisory Group is of the view that they should continue this important work and be supported in their role. I, also, am of the view that local authorities will have a key role in supporting engagement and facilitation in local communities and in developing suitable commemorative initiatives at county level in line with the principles expressed in the Expert Advisory Group's Second Statement.
I recently announced a public consultation process to stimulate debate around how the significant historical events and themes from 1918 - 1923 might be appropriately remembered and I would like to encourage the local authorities to participate in this process and submit their views. The issue of funding will be examined in this context.

82. Deputy Tony McLoughlin asked the Minister for Culture, Heritage and the Gaeltacht the way in which Waterways Ireland can support recreational opportunities in rural counties through the development of blueways and greenways; and if she will make a statement on the matter. [47865/17]
Amharc ar fhreagraWaterways Ireland is responsible for the management, maintenance, development and restoration of 1,000 km of the inland navigable waterway system throughout the island, principally for recreational purposes. This is a significant recreational resource and Waterways Ireland has been proactive in the development of Blueways and Greenways as a means to attract new visitors and in response to the growth for recreational activities such as walking, canoeing and cycling.
Waterways Ireland, along with partners in Monaghan County Council, Armagh City, Banbridge and Craigavon Borough Council and East Border Region Ltd, is currently in the development phase of constructing a 22km greenway between Smithborough in Co. Monaghan and Middletown in Co. Armagh along the route of the Ulster Canal. The project is funded by the INTERREG VA programme and will be one of the first cross-border Greenways in Ireland.
Blueways have been successfully in operation on the Shannon since October 2014 linking Drumshanbo with Carrick-on-Shannon. Waterways Ireland recently opened an iconic Blueways Boardwalk on Acres Lake at Drumshanbo which is already attracting large volumes of users. The Shannon-Erne Blueway was opened in May 2016 linking Leitrim Village with Belturbet, Co Cavan, providing 70km of paddling journeys, 25km of walking trails and 8 km of cycling. Waterways Ireland, in conjunction with Local Authorities and other partners, are continuing to extend the Blueways offering on the Shannon and Shannon-Erne.
On the Barrow navigation, Waterways Ireland have submitted planning proposals to upgrade the Barrow towpath. This will provide a 112km trail from Lowtown in Co. Kildare to St Mullins in Co Carlow.
Work on developing the Royal Canal towpath as a walking and cycling destination is expected to be completed by December 2018 when the 145km route can be marketed as one of the largest Greenways/Blueways in Europe.
On the Grand Canal 21km of towpath has been upgraded with a further 110km yet to be completed. Waterways Ireland are again working with Local Authorities, Leader Groups, the National Transport Authority and the National Trails Office to ensure planning and funding are progressed to upgrade all of the Grand Canal towpath.
Clearly, the development of greenways and blueways presents valuable opportunities for rural communities to attract more visitors and enjoy their own local amenities. Their value lies not only in the recreational opportunities that they offer but also in their potential to stimulate local businesses and regenerate local areas. Greenways and blueways also provide an effective model for partnership between the private, community and voluntary sectors and relevant State bodies.
83. Ár ndóigh, ós rud é gur eagraíocht neamhspleách reachtúil í Údarás na Gaeltachta, tuigfidh an Teachta gur faoin eagraíocht féin atá sé breithniú a dhéanamh ar chonas an chistíocht a chur chun fónaimh i gcomhthéacs na gcúramaí atá sainithe di.

Deputy Éamon Ó Cuív asked the Minister for Culture, Heritage and the Gaeltacht the allocation for capital spending by her Department in 2017 including the carryover of expenditure from 2016; the amount spent to date broken down by the revised estimates subheads; and if she will make a statement on the matter. Amharc ar fhreagraThe 2017 capital allocation for my Department is €51.3 million as published in the Revised Estimates Volume 2017. In addition, a sum of €13.548 million is available by means of capital carryover from 2016.
All expenditure within my Department's Vote is subject to an ongoing internal verification and monitoring process to ensure the best use of available financial resources. Adjustments may fall to be made between subheads as part of this process and all figures are subject to audit by the Office of the Comptroller and Auditor General. Outturn figures on a subhead by subhead basis are therefore only made available in the Annual Appropriation Accounts which are published and made available on the website of the Comptroller and Auditor General.
Details of expenditure, at Vote level, in respect of my Department and all Government Departments are published by the Department of Finance. Details of provisional capital expenditure figures in respect of my Department at Vote level as of 31 October 2017 are due to be published shortly and will show that capital expenditure for my Department up to that date amounts to €31 million which represents 100% of profiled capital expenditure and 60% of the overall 2017 allocation.
In addition, the sum of €5.6 million has been spent in respect of capital carryover in the period to 31 October 2017.
85. Deputy Martin Heydon asked the Minister for Culture, Heritage and the Gaeltacht if there will be a further round of the built heritage investment scheme and structures at risk fund in 2018 in order to support the repair and conservation of historical buildings in County Kildare and nationwide; and if she will make a statement on the matter. Amharc ar fhreagraFinancial support is provided by my Department through a number of structured schemes for the repair, conservation, preservation or safeguarding of protected structures, sites or monuments. These schemes are administered through the local authorities.
The Built Heritage Investment Scheme (BHIS) was developed to assist with the repair and conservation of structures that are protected under the Planning and Development Act 2000 (as amended). In 2017 I approved funding of €3.5 million for approximately five hundred projects in every local authority area across the country.
The Structures at Risk Fund (SRF) seeks to encourage the regeneration and reuse of heritage properties and to help to secure the preservation of protected structures, in both private and public ownership, which might otherwise be lost. In 2017 I approved funding of €1.324 million for 67 projects countrywide.
While the funding for these schemes in 2018 is still to be confirmed pending the final budgetary estimates process, given their success to date, I intend that both schemes will operate again in 2018 as administered via the local authorities. Details of the schemes and application dates for 2018 will be published on my Department’s website and all local authority websites in the coming weeks.
The Heritage Council, which my Department funds, also provides grants for the protection and preservation of the built heritage. It is primarily a matter for the Heritage Council to decide how its funding should be allocated across the range of research, education and conservation programmes it supports annually, having regard to competing priorities for limited resources. Grant schemes are advertised by the Heritage Council on its website www.heritagecouncil.ie.
Aggregate funding of €159k was approved for 14 projects in Kildare under BHIS and SRF 2017.
86. Deputy Richard Boyd Barrett asked the Minister for Culture, Heritage and the Gaeltacht if she will investigate the abuse of employees, trainee employees and volunteers in the film industry in view of an imminent official strike across the industry; and if she will make a statement on the matter. Amharc ar fhreagraIssues around conditions of employment as well as recruitment of skills and talent in the Irish film, television and animation industry through Screen Training Ireland are examined in the recently published National Strategy for Training and Education for the Audio-visual Industry which was commissioned by The Irish Film Board and the Broadcasting Authority of Ireland.

The recommendations of this study, along with an economic analysis of our screen based creative industries which my Department has commissioned in partnership with the Departments of Communications, Climate Action and Environment and Business, Enterprise and Innovation, are providing inputs for the development of an industry-wide long term plan for Ireland as a global hub for the production of Film, TV Drama and Animation under Pillar 4 of the Creative Ireland Programme.
I am not aware of the notification of official action to which the Deputy refers and note that there are State dispute resolution mechanisms available should any dispute arise.
