234. Deputy Darragh O'Brien asked the Minister for Children and Youth Affairs his plans to assess the possibility of allowing pre schools that are registered with her Department and that operate the early childhood care and education scheme access her Department's group insurance scheme (details supplied); and if she will make a statement on the matter. The Department of Children and Youth Affairs does not have conventional insurance cover. It operates under a State indemnity which is a self insurance model whereby the State bears the financial risks associated with the cost of claims.

The State indemnity is operated by the National Treasury Management Agency which acts as the State Claims Agency. All Department's claims are delegated for management to this agency. This State indemnity also extends to bodies under the aegis of the Department which include the Adoption Authority of Ireland, the Children Detention Schools, the Child and Family Agency/Tusla and the Ombudsman for Children's office.
