I propose to take Questions Nos. 1657 and 1660 to 1669, inclusive, together.
The Taoiseach and I recently launched my Department's capital plan 'Investing in our Culture, Language & Heritage 2018 - 2027' as part of Project Ireland 2040. This plan provides for total investment of over €1.1 billion over the period 2018 to 2027 in our culture, heritage, language and our islands.
Under this plan over the period 2018 to 2027 the Government intends to invest €460m in a significant number of capital projects in our National Cultural Institutions. Indicative investment levels for key projects are as follows:
- National Library of Ireland €23m
- National Archives €22m
- National Museum of Ireland €85m
- National Concert Hall €78m
- Crawford Art Gallery €22m
- National Gallery of Ireland €54m
- Abbey Theatre €80m
- Irish Museum of Modern Art €36m
- Chester Beatty Library €20m
Under the National Development Plan my Department’s capital allocation over the next five years is provided in the table below.
This is the capital envelope from which the Department will deliver on the projects, schemes and programmes identified in our capital plan over the next five years, including the projects in our national cultural institutions as outlined above. This will provide my Department with the necessary clarity to schedule the delivery of all its projects and programmes.
In terms of the selection process, investments under our capital plan are subject to appraisal and evaluation in line with the Public Spending Code. This includes the consideration of a range of options prior to committing any funding to the project, an evaluation of the financial and economic implications of the project prior to procuring the project, and robust project management arrangements throughout the implementation phase.
More details on the delivery of these projects and programmes will emerge as the Department goes through this process of appraising and planning for these important investments. This process will provide more information on which to base decisions around the distribution of funding on a project by project, year by year basis within the annual capital allocation set out in the NDP and through the annual estimates process.
