National Planning Framework

Ceisteanna (1653)

Peadar Tóibín

Ceist:

1653. Deputy Peadar Tóibín asked the Minister for Culture, Heritage and the Gaeltacht further to Parliamentary Question No. 1085 of 20 March 2018, the details of expenditure of the €75 million in additional funding allocated to the national planning framework for 2019 under the headings of culture, arts and the Gaeltacht, respectively; and the spending that has been allocated to specific projects in each of these categories. The National Development Plan provides an annual breakdown of the proposed investment for my Department over the next five years. These figures  provide the necessary clarity to allow my Department to properly schedule the delivery of projects and programmes.

More details on the commencement and completion dates for projects and programmes, as well as the timing of the expenditure in relation to them, will emerge as we go through the process of appraisal and planning as required under the Public Spending Code.

However, as I have previously indicated, I expect that the next five years will see the delivery of significant renovations projects at a number of our National Cultural Institutions, investment in our built and natural heritage, investment in our regional arts and culture facilities, the digitisation of large parts of the National Collections as well as increased investment in the Irish language and Gaeltacht and Island communities.

I propose to take Questions Nos. 1657 and 1660 to 1669, inclusive, together.

The Taoiseach and I recently launched my Department's capital plan 'Investing in our Culture, Language & Heritage 2018 - 2027' as part of Project Ireland 2040. This plan provides for total investment of over €1.1 billion over the period 2018 to 2027 in our culture, heritage, language and our islands.

Under this plan over the period 2018 to 2027 the Government intends to invest €460m in a significant number of capital projects in our National Cultural Institutions. Indicative investment levels for key projects are as follows:

- National Library of Ireland        €23m

- National Archives                     €22m

- National Museum of Ireland       €85m

- National Concert Hall               €78m

- Crawford Art Gallery                €22m

- National Gallery of Ireland        €54m

- Abbey Theatre                          €80m

- Irish Museum of Modern Art      €36m

- Chester Beatty Library              €20m

Under the National Development Plan my Department’s capital allocation over the next five years is provided in the table below.

This is the capital envelope from which the Department will deliver on the projects, schemes and programmes identified in our capital plan over the next five years, including the projects in our national cultural institutions as outlined above.  This will provide my Department with the necessary clarity to schedule the delivery of all its projects and programmes.

In terms of the selection process, investments under our capital plan are subject to appraisal and evaluation in line with the Public Spending Code.  This includes the consideration of a range of options prior to committing any funding to the project, an evaluation of the financial and economic implications of the project prior to procuring the project, and robust project management arrangements throughout the implementation phase.

More details on the delivery of these projects and programmes will emerge as the Department goes through this process of appraising and planning for these important investments.  This process will  provide more information on which to base decisions around the distribution of funding on a project by project, year by year basis within the annual capital allocation set out in the NDP and through the annual estimates process.

Under the Arts and Culture Capital Scheme 2016-2018, a total €10.2m was allocated to 134 arts and culture organisations across the State.  Organisations undertaking capital projects usually require a number of years to draw down capital following the year of allocation, and while €0.5m of this has been paid out to date, it expected that all grants will be paid out this year and the following 2 years.

The Taoiseach and I recently launched my Department's capital plan 'Investing in our Culture, Language & Heritage 2018 - 2027' as part of Project Ireland 2040. This plan provides for total investment of over €1.1billion over the period 2018 to 2027 in our culture, heritage, language and our islands.

Under the National Cultural Institutions Investment Programme of €460 million as part of Project Ireland 2040, a total of €40 million programme will be invested in cultural infrastructure across all regions. This will support the maintenance and development of regional arts centres, theatres, regional museums, galleries, archives, multi-use facilities, artist studios etc.  This will facilitate the reopening of the Arts and Culture Capital Scheme later this year, and in general to maintain expenditure on these facilities at an average of €4m per annum over the coming decade.

The National Development Plan has provided the following details of my Department’s capital allocation over the next five years in the table below. This is the capital envelope from which my Department will deliver on the projects, schemes and programmes identified in “Investing in our culture, language and heritage” over the next five years.  For the years following 2022, the annual allocation will be advised as part of the annual estimates process based on the overall allocation for my Department under the NDP and having regard to the scheduling of projects and programmes under the plan.

The inclusion of this detail in the NDP has afforded my Department the necessary clarity to properly schedule the delivery of our projects and programmes.

In terms of the selection process, investments under Investing in our culture, language and heritage are subject to appraisal and evaluation in line with the Public Spending Code. This includes the consideration of a range of options prior to committing any funding to the project, an evaluation of the financial and economic implications of the project prior to procuring the project, and robust project management arrangements throughout the implementation phase.
