Deputy Richard Boyd Barrett asked the Minister for Health his plans to abolish the in loco parentis clause from HSE policy with regard to a child with complex needs who requires a competent adult to be in the home when a carer is present, which makes parents of severely disabled children virtual prisoners in their own homes; and if he will make a statement on the matter.
