2762. Deputy Richard Boyd Barrett asked the Minister for Housing, Planning and Local Government the full cost of emergency accommodation in 2015, 2016, 2017 and projected for 2018 and 2019 by local authority and type of emergency accommodation, that is, hotels, bed and breakfast accommodation, hostels and family hubs. My Department does not fund any homeless service directly but provides funding to housing authorities towards the operational costs of homeless accommodation and related services.  Under the funding arrangements, housing authorities must provide at least 10% of the cost of any funded service from their own resources.  Furthermore, housing authorities may also incur additional expenditure on homeless related services outside of the Exchequer funding arrangements that apply.  Therefore, the exact amounts spent by housing authorities on homeless services are a matter for those authorities.

Exchequer funding is provided through my Department to housing authorities on a regional basis.  The table below set outs the funding recouped to housing authorities on a regional basis for the years 2015 to 2018 (to date);

Financial reports from each of the regions, setting out expenditure on the various homeless services in each region, are published on my Department’s website at the following link: www.housing.gov.ie/node/5498.  

Budget 2018 provides for a national Exchequer allocation of €116 million for the provision of homeless services. Funding for 2019 will be determined as part of the annual estimates process.
