Deputy David Cullinane asked the Minister for Health if the HSE has refused to deduct union subscriptions at source for ambulance service personnel including paramedics, advanced paramedics and emergency medical technicians who wish to join a union (details supplied) and exercise their right to organise and join the union; if so, the reason for this decision; and if he will make a statement on the matter. Primary Care Centres Provision

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The National Waiting List Management Policy, a standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, since January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the HSE, sets out the processes that hospitals are to implement to manage waiting lists.

In relation to the particular query raised, as this is a service matter, I have asked the HSE to respond to the Deputy directly.

The Government is committed to providing services and supports for people with disabilities which will empower them to live independent lives, provide greater independence in accessing the services they choose, and enhance their ability to tailor the supports required to meet their needs and plan their lives. This commitment is outlined in the Programme for Partnership Government, which is guided by two principles: equality of opportunity and improving the quality of life for people with disabilities.   

In 2018, funding of €1.763 billion in total is being allocated to provide wide range of health and personal social services and supports for people with disabilities.

On 17th July 2018, I published the report of the Task Force on Personalised Budgets. In this regard, I am pleased to announce that I have secured funding of €1.3 million from the Department of Health budget for the set up and administration of the demonstration projects recommended by the Task Force.

The level of funding available for my Department is being considered as part of the national Estimates and budgetary process for 2019 which is currently underway. Pending completion of this process it is not appropriate for me to comment further at this stage.

The National Waiting List Management Policy, a standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, since January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the HSE, sets out the processes that hospitals are to implement to manage waiting lists.

In relation to the particular query raised, as this is a service matter, I have asked the HSE to respond to the Deputy directly.

Health Care Policy

A new National Oral Health Policy is currently being finalised and I expect it will be published later this year. The Policy will replace the Dental Health Action Plan, published in 1994, and on which the provision of dental services in Ireland is currently based.

The aim of the policy is to develop a model of care that will enable preventative approaches to be prioritised, improve access, and support interventions appropriate to current and future oral health needs.

The development of the policy has involved a number of working groups and detailed research and surveys and analysis of research findings. It has included a needs assessment, a review of resources and involved consultation with stakeholders, including dental professionals and the public.

I meet a number of groups and individuals every month.  However it is not possible to say which individuals or groups fall under the Regulation of Lobbying Act, 2015, as under the legislation the onus is on lobbyists who either head up or are part of a delegation meeting me to register with the Standards Commission.
