Hospital Accommodation Provision

194. Deputy Louise O'Reilly asked the Minister for Health the amount of funding required to reopen and fully staff the 20-bed short-stay ward of €1.8 million sought by the management of Letterkenny University Hospital allocated to date; and if the 20 beds in the ward will reopen as soon as possible.## [2021/19]

Increasing capacity is a priority for the Government in line with the recommendations of the Health Service Capacity Review. In this context, an additional 240 beds have been opened over the past 12 months and the HSE's National Service Plan provides for a comprehensive capacity programme for 2019. The main elements of the programme are:

- the opening of 78 new beds by the end of the first quarter of 2019;

- the opening of an additional 75 acute beds and 70 community beds during 2019, as part of the Winter Plan, including 5 beds in Letterkenny University Hospital;

- preparation of 202 beds this year, to be operational in the first quarter of 2020, including beds in Letterkenny Hospital.

The HSE National Escalation Framework, issued to the system in late 2015, consists of a tiered and incremental suite of actions to be adapted and implemented in hospitals with an ED during times when such hospitals are challenged in matching capacity and demand for acute inpatient care.

The full capacity protocol is the last escalation step in the HSE National Escalation Framework

In relation to the particular query raised, as this is a service matter, I have asked the HSE to respond to the Deputy directly.

The applicant in question made an application for mobile sheep handling equipment in the Animal Welfare, Safety and Nutrient Storage Scheme of TAMS II. The payment claim had a penalty applied and the application of this penalty has been reviewed following a request from the applicant. A balancing payment due following the outcome of the review will issue to the applicant shortly.

Forestry Premium Payments

Payment to forest owners who applied for their 2019 forestry premium payment online through the Department’s online services portal were issued on 10/01/2019. I can confirm that annual premium payments to the person named for both ongoing contracts were included in this payment run.
