Road Traffic Legislation

250. Deputy Maureen O'Sullivan asked the Minister for Transport, Tourism and Sport if he will meet with groups as originally committed to in order to discuss concerns about legislation and the licensing system appertaining to horse drawn carriages in Dublin city further to correspondence (details supplied). My Department does not deal with the regulatory framework for horse-drawn carriages, but rather the matter is dealt with under the Local Government Act 2001, which provides local authorities with the power to develop by-laws to govern licensing arrangements for horse-drawn carriages operating commercially in their areas. As the Deputy will understand, Local Government legislation comes within the ambit of my colleague the Minister for Housing, Planning and Local Government, and matters relevant to animal welfare, fall within the ambit of my colleague the Minister for Agriculture and Food.

I would encourage that any groups wishing to make representations about the licensing system for horse-drawn carriages or its enforcement, should engage with the relevant local authorities who are responsible for the design and operation of those arrangements.

I remain of the view that this matter is best managed at local government level. Nonetheless, I have asked my Department to meet Dublin City Council and An Garda Síochána to discuss the area.

It should be noted that the data provided in the tables is for vehicles that have been both registered and licensed (motor tax) in this State. Vehicles registered and not licensed are not included in the data. Registration of vehicles is the responsibility of the Revenue Commissioners and that data may be available from that Department. .

As Minister for Transport, Tourism and Sport, I have responsibility for policy and overall funding in relation to public transport. The National Transport Authority (NTA) has statutory responsibility for the development and implementation of public transport infrastructure in the Greater Dublin Area, including additional or replacement fleet and bus shelters.

Noting the NTA's responsibility in the matter, I have referred the Deputy's question to the NTA for a direct reply. Please contact my private office if you do not receive a reply within 10 days.

Under the Dublin Transport Authority Act 2008, the National Transport Authority (NTA) has statutory responsibility for promoting the development of an integrated, accessible public transport network.

Regional Road Network

I propose to take Questions Nos. 259 and 260 together.

The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from the Council's own resources supplemented by State road grants. 

Applications for funding under the Department's Safety Improvement Scheme are invited on an annual basis for funding in the subsequent year. Councils are made aware of the conditions in relation to applications for funding and are advised that preference will be given to proposals in the cost range €2,000 to €30,000 and that proposals in higher cost ranges, (i.e. €30,000 to €200,000) may be considered if the benefit to cost ratio is promising.  The schemes for inclusion in the application are decided by the local authorities.   Allocations are made by the Department taking into account the terms applying to the Scheme and the available budget for the grant programme.

Local authorities have been advised that proposals for individual safety improvement schemes costing in excess of €200,000  are outside of the scope of this programme and fall to be considered under the Specific Grant Programme.
