92. Deputy Michael McGrath asked the Minister for Finance if his Department, the Central Bank or the National Treasury Management Agency has undertaken an analysis of the probability of foreign capital, credit and investment in the construction sector ceasing or being significantly curtailed; the potential mechanisms by which this would occur, both foreign and domestic; and if he will make a statement on the matter. My Department has not undertaken analysis of this nature, and I am not aware of any such analysis by either the Central Bank or the National Treasury Management Agency.

My Department’s assessments of the principal economic and fiscal risks are set out twice yearly in Stability Programme Update in April and in the Budget Economic and Fiscal Outlook in October each year.

It is not appropriate to speculate on the mechanisms by which the events suggested might occur. However, I would emphasise that economic activity, including investment, is best supported by policy certainty including the broad regulatory environment and prudent economic and fiscal policies.
