Deputy Catherine Connolly asked the Minister for Housing, Planning and Local Government the number of vacancies that arose on the board of the National Oversight and Audit Commission since January 2018 to date in 2019; the number that have been filled; the process engaged to fill vacancies; the number remaining vacant as at 24 October 2019; and if he will make a statement on the matter. Amharc ar fhreagraThe National Oversight and Audit Commission (NOAC) was established on 1 July 2014 under the Local Government Reform Act 2014 to provide independent oversight of the local government sector at a local, regional and national level. Its functions are wide ranging, involving the scrutiny of performance generally and financial performance specifically, supporting best practice, overseeing implementation of national local government policy, monitoring and evaluating the implementation of corporate plans, adherence to service level agreements and public sector reform by local government bodies, as well as any additional functions assigned, or reports requested, by the Minister.
Since January 2018, eight vacancies have arisen on NOAC, of which: four were filled by re-appointment; one by replacement of the Officer of the Minister; the position of Chairperson was filled following a process managed by the Public Appointments Service (www.stateboards.ie) and two vacancies are currently in the process of being filled, through another process managed by the Public Appointments Service (www.stateboards.ie), which is nearing completion.
