"We will establish a cross departmental taskforce to develop a clear approach, informed by the views of all stakeholders, to protect and sustain the arts and culture sector through the COVID-19 recovery and beyond. This will be fed into the National Economic Plan" .

Deputy Alan Kelly asked the Minister for Media, Tourism, Arts, Culture, Sport and the Gaeltacht her plans to bring forward legislative proposals relating to a policy on meanwhile use to facilitate the temporary conversion of vacant buildings to cultural uses prior to redevelopment which exists in other jurisdictions and which was outlined in the programme for Government; and if she will make a statement on the matter. The Programme for Government contains a number of proposals under the heading Creative and Cultural Infrastructure which are listed as follows

- “ Examine ‘Agent of Change’ initiatives, whereby existing cultural spaces have to be taken into account when building is taking place.

- Support measures to increase the provision of affordable workspaces for artists and creative practitioners.

- Examine ‘meanwhile use’ legislation for vacant buildings, with a view to its potential application in Ireland.

- Ensure the timely delivery of arts and culture capital investment commitments, including our National Cultural Institutions, as outlined in Project Ireland 2040.”

Progress is on-going in relation to provision of workspaces for artists and creative practitioners as well as delivery of the arts and culture capital infrastructure set out in Project Ireland 2040. Funding has been made available under the National Development Plan for a culture and creativity investment programme. This investment programme is closely aligned with the Creative Ireland Programme and includes a range of investments in regional arts and culture facilities which include a number of artists’ workspace projects among other initiatives.

Based on this investment we can expect to see the delivery of significant redevelopments our National Cultural Institutions. 2020 will see the delivery of a further phase of the redevelopment at the National Library of Ireland, as well as the commencement of the major construction phase of the National Archives project. This is in addition to a range of preparatory, investigative and enabling works at a number of other NCIs. There will also be investments in regional arts and culture facilities.

My Department has allocated up to €3 million to Dublin City Council for capital development of studio workspaces to match funding provided under the urban regeneration development fund on sites owned by the city council. This level of investment will be of significant benefit to artists in the area and address the deficit in artist workspaces in Dublin city. The local authorities also have important functions with respect to artist studios and spaces.

The term ‘meanwhile use’ of buildings refers to the short-term use of temporarily empty buildings such as shops until they can be brought back into commercial use. The landlord would continue to look for a new commercial occupant for the space during meanwhile use. While legislation on this particular issue will not be a matter for my Department, I am committed to ensuring that all measures set out in the Programme for Government in respect of Creative and Cultural Infrastructure are implemented in full, and I intend to work with colleagues across Government to deliver on this important agenda.

The Government has announced its intention to prepare and publish a Roadmap for Resilience and Recovery later this month. This will map how we balance public health, economic and social aspects of living with COVID-19 in the short to medium term and try to bring some greater certainty so that society and business can plan forward. The needs of the arts and culture sector will form part of this Roadmap.

I along with the Arts Council, recently had a meeting with the Minister for Health, the Acting Chief Medical Officer and the National Campaign for the Arts. It was agreed at that meeting that the arts sector could provide input which would inform a way forward for a safe return to live performances and activities.

The July stimulus measures are a significant part of government’s response and will help support Ireland's arts community over this crisis. These include:-

- A new €10 million Culture Fund, which will include increased funding for Creative Ireland, to employ artists, funding to support the commissioning of artists to produce creative content for the national broadcast artists, funding to support commissioning as well as a dedicated fund for musicians across a range of genres.

- Over the coming weeks, I hope to launch a new pilot scheme for live performance events to support the live performance sector which will be worth €5m.

- Additional funding to the Arts Council brings its total allocation this year to €105 – some 40% higher than in 2019. A key objective of this funding is to provide enhanced support for freelance artists and arts workers who have been impacted severely by COVID-19.

- Since the advent of the crisis, officials in my Department have also been actively engaging with the arts sector and will continue to meet with arts and cultural organisations under its aegis, as well a broad range of sectoral stakeholders including resource organisations, advocacy groups as well as individual artists and arts practices.

- Separate support packages have been put in place for the other elements of culture including the audio-visual sector and the National Cultural Institutions

Other wider Government measures include liquidity and investment measures and taxation measures as well as labour market interventions

The new Employment Wage Subsidy Scheme will benefit arts organisations and artists across this sector. Many of these organisations availed of the Temporary Wage Subsidy Scheme which allowed them to retain arts workers in employment since March.

The Programme for Government also commits to establishing a cross departmental taskforce to develop a clear approach, informed by the views of all stakeholders, to protect and sustain the arts and culture sector through the COVID-19 recovery and beyond, which in turn will inform the National Economic Plan. The July stimulus measures, introduced by the Government, contain a range of measures which respond to the plight of musicians and events workers who were among the first to be impacted by the Government's restrictions and many may be among the last to return to work . Measures provide in the Stimulus will help support Ireland's arts community over this crisis and support their return to their work when it is safe to do so. They include

Questions relating to the conditions for continued receipt of the Pandemic Unemployment Payment, are a matter for my colleague the Minister for Social Protection and I am continuing to work with colleagues across Government to ensure that the needs of the arts and culture sector are understood in the design of all measures being taken.

Gaeltacht Policy

As is the case with other public bodies, Údarás na Gaeltachta disposes of property and other assets from time to time in accordance with State policies and guidelines. Such disposals are reported and appropriately disclosed in the organisation’s annual financial statements.

The table below outlines the properties located in County Galway that have been disposed of by Údarás na Gaeltachta in the last ten years. While details of individual sales are not disclosed due to the commercial sensitivity of the information, Údarás na Gaeltachta has confirmed that the total income from sales of property in County Galway for that period was €1.1m.

Income generated from the sale of assets is used to progress the objectives of the organisation and to benefit Gaeltacht communities, particularly to support the creation and maintenance of employment in the Gaeltacht.

I am aware of the matters raised by the Deputy. On 2 September last, I met with a representative of the organisation that corresponded with the Deputy. The organisation in question is a member of the Events Industry Alliance (EIA).

The EIA is composed of the Music and Entertainment Association of Ireland, the Event Production Industry COVID19 working group (EPIC), the Association of Irish Festival Events, the Association of Irish Stage Technicians, the Event Industry Association of Ireland as well as the Event Industry Ireland (EII), Irish Showman’s Guild (ISG), Entertainer’s Ireland Stand Together (EIST) and Irish Inflatables Hirers Federation (IIHF) groupings.

At last week's meeting I heard first hand the concerns of the events industry which includes the commercial live music performance sector and the organisation in correspondence with the Deputy. I am a musician myself and understand the difficulties faced by the sector. I am eager to get our musicians, our performers and all their behind-the-scenes technical support people back to earning a living and doing what they do so well. I also recognise the genuine concerns that there could be a loss of skillsets during the pandemic.

Many of the constituent groupings at the meeting, including the one in correspondence with the Deputy, have been in on-going engagement with the my officials in recent months and it was agreed that this engagement was extremely useful and should continue. This engagement will provide a route for the sector’s input to the Government’s Roadmap for Resilience and Recovery.

I hope to shortly announce details of a pilot live performance event scheme which was provided for in the July stimulus package. This is in addition to supports being provided to musicians by the Arts Council and funding provided by my Department for online content through Culture Ireland's Ireland Performs, the Other Voices Courage programme, the National Concert Hall Livestream series, and the Hot Press Young and Emerging Artists sessions.

I will also establish a dedicated Taskforce for the Arts and Culture Sector shortly which will include representation from the live sector. The Taskforce will in turn feed into the Government's National Economic Plan.

Covid-19 Pandemic Supports

Through additional allocations from my Department, the Arts Council has received a total allocation of €105m (an increase of 40% from 2019) which includes substantial funding schemes for the music sector.

My Department is also finalising details of the Music Stimulus package, consisting of a range of supports to be provided to professional musicians and the music industry. Funding for this programme was announced as part of the July Stimulus Package and the programme will be delivered by First Music Contact. An announcement regarding these grants will be made shortly. I will also shortly announce details of a pilot live performance event scheme which was provided for in the July stimulus package.

These measures are in addition to funding provided by my Department for online content through Culture Ireland's Ireland Performs, the Other Voices Courage programme, the National Concert Hall Livestream series, and the Hot Press Young and Emerging Artists sessions

In addition, through my Department's Culture Ireland programme, funding has been provided to support the upcoming digital presentation of Ireland Music Week to create opportunities specifically for musicians in the rock indie sector. In recent months, Culture Ireland has supported musicians and singers through its Ireland Performs initiative and the recent Culture Ireland stage at the Philadelphia Folk Festival which reached audiences across North America and 16 countries.

Culture Ireland's regular grant scheme is also open for applications relating to international presentation of work from artists in all artforms during 2021. The closing date for receipt of applications is 15th October 2020 and full details are available on the website.

National Archives

I am advised that the National Archives does not hold the original applications of former RIC officers to two committees of inquiry into resignations and dismissals from the force due to nationalist sympathies that sat between 1922 and 1923 and 1935.

The Department of Public Expenditure and Reform has advised my Department that it holds a number of old pension files that may be relevant to the Deputy's question and a search of records is being carried out. The Department of Public Expenditure and Reform will make direct contact with the Deputy to report the findings of that search.

The Deputy will be aware that in May this year my Department approved a once-off emergency measure worth €4.7m to support the stabilisation of the Gaeltacht Irish summer college sector.

The measure followed the cancellation, on 20th April 2020, of Irish summer college courses by my Department in the interests of protecting public health during the COVID-19 pandemic.

Under the stabilisation package, up to €3.1m is being directed at enabling college authorities to refund fees/deposits to parents in full in respect of 2020 courses, while a further €1.6m is being allocated towards supporting the c. 700 certified Gaeltacht householders who normally provide accommodation to the approx. 26,000 students who attend one of the 42 recognised colleges during the summer months. The majority of this funding has now been paid out by my Department.

The stabilisation fund is being provided as a specific once-off measure with the overall objective of ensuring the ongoing viability of the sector - thereby enabling it to continue to contribute to the systematic effort being made to support the language and Gaeltacht regions in line with the overarching objectives of the Government’s 20-Year Strategy for the Irish Language 2010-2030 and the accompanying Plean Gníomhaíochta 2018-2022 (5-Year Action Plan for the Irish Language 2018-2022).

Based, not least, on the broadly positive feedback regarding the measure from relevant stakeholders within the Irish summer colleges sector, I am satisfied that the measure is proving to be effective and I look forward to working towards the safe return of Irish summer colleges in the future, and the ongoing contribution of our Mná Tí to the development of the Irish language and to sustaining Gaeltacht communities.

The Heritage section is responsible for the implementation of a range of legislation and policy relating to biodiversity and nature in Ireland, not including the employment of biodiversity officers, which falls under the remit of each local authority. At the current time there are five biodiversity officers employed in the following local authorities:

Dublin City Council

Kerry County Council

In addition, the County Heritage Officer Network Programme, run in partnership between the Heritage Council and local authorities, employs twenty-nine heritage officers. Heritage officers work with other sections within the local authorities to develop policies and projects which highlight the importance of our natural and built heritage when planning for the future. They co-ordinate and implement County Heritage Plans and work with local environmental and community groups to organise events throughout the year.

The Heritage Officers and the Biodiversity Officers referred to are staff of the local authorities and are not funded directly by my Department.

In relation to the County Heritage Officer Network, however, this is a partnership between the Heritage Council and the Local Authorities. The network is part-funded by both the local authority and by the Heritage Council. Heritage Officers are employed by local authorities with financial, technical and professional support from the Heritage Council. The Heritage Council has allocated €585,000 in 2020 towards salary support and training of Heritage Officers. In addition €589,250 has been allocated to the County Heritage Plans programme which contributes to the operational work programmes of the Heritage Officer in each participating Local Authority. They facilitate the delivery of a structured local heritage service and promote heritage as an influential element in quality of life and economic wellbeing.

There are currently twenty-nine local authorities within the Heritage Officer Network, each employing one heritage officer. There are two local authorities, Carlow and Wexford who do not currently employ heritage officers.

The Local Authority Biodiversity Grant Scheme operated by my Department provides funding to assist local authority biodiversity officers and heritage officers in local authorities without a biodiversity officer with the implementation of projects that promote actions contained in the National Biodiversity Action Plan 2017-2021. The current National Biodiversity Action Plan, Ireland’s 3rd, captures the objectives, targets and actions for biodiversity to be undertaken by a wide range of government, civil society and private sectors to achieve Ireland’s vision for biodiversity.

The Plan contains 119 actions under a framework of seven strategic objectives. These encompass mainstreaming biodiversity into decision making across all sectors; strengthening the knowledge base for conservation of biodiversity; increasing awareness and appreciation of biodiversity and ecosystem services; conserving and restoring biodiversity and ecosystem services in the wider countryside; the marine environment; expanding and improving management of protected areas and species; and strengthening international governance for biodiversity and ecosystem services.

Funding was awarded to all 31 Local Authorities who applied in 2020, as outlined in the table below:

Projects supported by the grants include:

- A multiannual project to tackle invasive alien species in Sligo

- Projects to raise awareness of biodiversity in Cavan, Clare, Roscommon and Longford

- Surveying of breeding birds in North Bull Island, Dublin

- A project to assist in the adoption of the All Ireland Pollinator Plan in Galway

Engagement with communities and local authorities is crucial to the implementation of the National Biodiversity Plan. This scheme represents a commitment to support implementation of the Plan at community, county and regional level and recognises the importance of the work carried out by biodiversity and heritage officers.

Tugann Údarás na Gaeltachta faoi réimse leathan gníomhaíochtaí fiontraíochta agus forbartha chun a fheidhmeanna i dtaca le cruthú agus caomhnú fostaíochta sa Ghaeltacht a bhaint amach. Tá na fiontair a fhaigheann tacaíocht ag feidhmiú in earnálacha cosúil le heolaíochtaí beatha (bithleighis agus cógaisíocht), teicneolaíocht faisnéise agus cumarsáide, déantúsaíocht nideoige (earraí innealtóireachta agus tomhaltais), closamhairc agus na meáin dhigiteacha, turasóireacht, fiontair mhara agus an earnáil teangabhunaithe.

Is féidir le hÚdarás na Gaeltachta raon dreasachtaí agus tacaíochtaí a thairiscint do ghnólachtaí agus do chuideachtaí incháilithe i réimse earnálacha chun gnó a thosú, a fhorbairt, a leathnú nó a lonnú i gceantar Gaeltachta m.sh. Deontas Caipitil, Deontas Fostaíochta, Deontas Oiliúna, Deontas Staidéir Féidearthachta, Deontas Taighde agus Forbartha, Seirbhísí Comhairleoireachta, Forbairt Scileanna Taighde Margaíochta, Deontas Rannpháirtíochta in Aontaí Trádála, Scéim Trádála ar Líne, Dearbháin Nuálaíochta mar aon le hinfheistiú i scaireanna.

Moltar tacaíocht do thograí bunaithe ar phlean gnó, a mhaireann trí bliana de ghnáth, ina mbíonn spriocanna faoi leith, fostaíocht ina measc, leagtha amach. Ó am go ham, tarlaíonn sé go mbíonn moill ar thograí na spriocanna a bhíonn sa phlean gnó a bhaint amach nó ag amanna eile bíonn forbairt an ghnó chun tosaigh ar an sprioc a bhí leagtha síos agus, mar sin, bíonn sé deacair ceangal díreach a dhéanamh idir an tacaíocht atá ceadaithe agus íoctha agus líon na bpost atá cruthaithe.

Mar aon leis sin, tá Meamram Comhthuisceana aontaithe idir Fhiontraíocht Éireann agus Údarás na Gaeltachta. Is faoi choimirce na socruithe seo atá an cur chuige aontaithe faoina bhfuil deis agus rogha ag Údarás na Gaeltachta scéimeanna faofa de chuid Fhiontraíocht Éireann a thairiscint dá gcliantchomhlachtaí féin. Meastar gur fiú c. €1-2 mhilliún an maoiniú seo go bliantúil do chliaint an Údaráis. Tá scéimeanna agus cláir éagsúla á maoiniú ag mo Roinn chun tacú le clubanna agus seirbhísí óige sa Ghaeltacht.

In 2019, cheadaigh mo Roinn maoiniú reatha de €1.275m thar thréimhse 3 bliana d’Ealaín na Gaeltachta chun clár gníomhaíochtaí sna healaíona traidisiúnta do dhaoine óga a chur chun cinn sa Gaeltacht. Is ionann seo agus €425,000 sa bhliain (i.e. na scoilbhlianta 19/20, 20/21 & 21/22).

Bhunaigh an Roinn scéim don Chlár TechSpace in 2015 chun a chinntiú go raibh sé d’achmhainn ag na scoileanna agus eagraíochta óige an Clár TechSpace a chur i bhfeidhm trí mheán na Gaeilge do dhaoine óga ar fud na tíre, an Ghaeltacht san áireamh. Is gréasán náisiúnta de spásanna meáin dhigiteacha é TechSpace atá lonnaithe in ionaid óige agus scoileanna a chabhraíonn le hógánaigh a bheith gníomhach i gcruthú ábhair dhigitigh agus theicneolaíochta.

Chuir mo Roinn maoiniú reachtála de €413,317 ar fáil don Chlár TechSpace in 2019 mar aon le maoiniú caipitil de €5,987 i leith threalamh Mheán Digiteach agus STEM. Tá an clár á chur i bhfeidhm i scoileanna agus ionaid óige sna cheithre chúige. Tá tús curtha le traenáil leis na bunscoileanna agus clubanna óige anois chomh maith agus chuige sin ceadaíodh deontais do dhá chlub óige Gaeltachta in 2019.

Tá cúram na gClubanna Óige sa Ghaeltacht á bhainistiú ag Muintearas Teo faoi scáth Údarás na Gaeltachta. Tá leathnú tagtha ar an réimse oibre a dhéanannn Óige na Gaeltachta le blianta beaga anuas agus stráitéis chuimsitheach óige curtha le chéile ag Muintearas Teo i dtaca le cúrsaí óige Gaeltachta.

Ceadaíodh €630,000 do Mhuintearas Teo in 2019 chun a chlár oibre sna réimsí oiliúna, oideachais, óige agus luathoideachais a riaradh agus a chur chun cinn. Úsáidtear cuid den airgead sin chun íoc as na costais a bhaineann le seirbhísí agus tacaochta a chur ar fáil do na Clubanna Óige, idir oibrithe óige, áisitheoirí agus breis ceardlanna agus imeachtaí sna clubanna. Tá na gníomhaíochtaí agus seirbhísí bunaithe ar an éileamh atá ann ó chlubanna óige ar fud na Gaeltachta.

Tá Bainisteoir Óige agus triúr Oifigeach Forbartha fostaithe ag Muinteasras Teo ag plé leis an réimse óige mar aon le foireann tacaíochta agus traenála mar chuid de struchtúr Mhuintearas Teo.

Cuirtear tacaíocht maoinithe mar urraíocht ar fáil do na clubanna le trí scéim de réir éileamh ó na gclubanna:

1. An Scéim Ceardlainne - luach €300 an club-bhliain,

2. An Scéim Taistil - luach €300 an club-bhliain,

3. Deontas do chlub nua-bhunaithe - luach €200.

Ceadaíodh luach €5,930 mar urraíocht tríd na scéimeann seo in 2019 agus íocadh €3,304, mar atá leagtha amach sa tábla thíos. Tá an fuílleach á íoc in 2020.

Chomh maith leis sin, bhí caiteachas €9,105 ag baint leis na himeachtaí agus tionscadaíl óige a reáchtáladh agus a íocadh thar ceann na gclubanna in 2019.

Fágann sé seo go raibh caiteachas díreach €15,035 san iomlán ag Muintearas Teo ar scéimeanna agus imeachtaí na gClubanna Óige thíos in 2019.

Tabhair faoi deara go bhféadfadh maoiniú eile ón Státchiste a bheith faighte ag cuid de na Clubanna Óige thíosluaite trí scéimeanna de chuid Ranna agus eagrais eile nach mbeadh san áireamh leis na figiúrí ón Roinn seo.

No State-led ceremonial events were undertaken by my Department during this period. The Deputy should note that the Department allocated €10,000 to each Local Authority in both 2019 and 2020 to develop their own commemorative programmes, many of which include commemorative events. The outputs referred to by the Deputy relates to the numbers of artists and arts organisations that are funded by the Arts Council for that year. The Arts Council is the primary mechanism through which the Government supports the Arts in Ireland and details of the Arts Council's expenditure and the individual grant amounts can be viewed on the Council's decisions database gives a listing of 2008–2020 Arts Council funding decisions. This can be accessed at this link http://www.artscouncil.ie/funding/. Funding decisions are routinely published in the Arts Council newsletter, and historical decisions are recorded in the Arts Council's annual reports which are available online in the publications section of that website. The Council is statutorily independent in relation to its funding and executive decisions.

Culture Ireland also supports the showcasing of Irish artists at key international marketplaces to generate new international touring opportunities. In 2019 these included the promotion of Irish artists at the Edinburgh Festivals, Classical Next, the Venice Art Biennale and Bologna Book Fair.
