488. Deputy John McGuinness asked the Minister for Social Protection if she will re-examine an application for guardianship payment that was refused in the case of a person (details supplied) with a view to allowing the claim; and if she will take into account that the grandparents were under extreme pressure at the time and had no assistance to deal with the issues even though Tusla was aware of the circumstances and the hardships being experienced. The person concerned applied for Guardian's Payment (Contributory) in April 2019. A letter issued to the person concerned on 23 April 2019, requesting further information, to which no reply was received. A reminder letter issued on 04 July 2019 but no reply was received. Subsequently an attempt was made to contact the person concerned by telephone, to no avail.

On 01 August 2019, having received no reply to our requests for information and in the absence of any contact from the person concerned, the application was disallowed.

If the person concerned would like to have their entitlement to Guardian's Payment examined, they should submit a new application.

I trust this clarifies the position for the Deputy.
