Deputy Paul Murphy asked the Minister for Health if he will instruct the HSE to instruct the vaccination centre administrators to accept either a birth certificate short or long, long-term illness card, social services card, travel pass and proof of address as adequate identification to vaccinate the person and not refuse to vaccinate them (details supplied) in cases in which older persons who are scheduled for Covid-19 vaccination may not have photo identification. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The Health Products Regulatory Authority (HPRA) is responsible for monitoring the safety and quality of all medicines including vaccines that are licensed in Ireland. The HPRA and the European Medicines Agency (EMA) continually monitor adverse events to vaccination. The HPRA operates a national adverse reaction reporting system, which members of the public and healthcare professionals are encouraged to submit any suspected adverse reactions to. All Reports received by the HPRA are routinely transmitted to the EMA's adverse reaction database for inclusion in global signal detection and monitoring activities.

The HPRA follows up on reports of suspected adverse reactions received from healthcare professionals and members of the public through the voluntary reporting system, including any deaths notified following vaccination.

The mandatory quarantine system includes a system of appeal, to allow a person in quarantine to request a review of their quarantine. This process can only be undertaken once quarantine has begun and only for the limited reasons set out in the Health Act 1947, as amended.

Requests for review of quarantine are submitted to the State Liaison Officer present in each designated facility and are considered by independent appeals officers. Decisions on requests for review must be provided within a 24-hour period and in many cases are furnished within a significantly shorter time than this.

The Department of Justice is supporting the Department of Health in relation to the review process and has put in place a process which provides a seven-days-a-week service.

As of 3rd May, there have been 906 appeals. Of these 94 appeals have been granted; 812 appeals have been refused.

Mandatory hotel quarantine has been introduced as one element of Ireland’s public health measures to combat the transmission of COVID-19 variants of concern.

The Health Act 1947, as amended, provides that all persons arriving in Ireland from a designated state, or having travelled through a designated state in the previous 14 days, are required to undergo mandatory quarantine in a designated facility unless they are an exempted traveller under the Act.

Unfortunately attending a funeral does not qualify as a reason for an exemption from mandatory hotel quarantine. While recognising this is a difficult rule for persons affected it is deemed a necessary infection prevention and control measure to protect public health.

The mandatory quarantine system includes a system of appeal, to allow a person in quarantine to request a review of their quarantine. Requests for review of quarantine are submitted to the State Liaison Officer present in each designated facility and are considered by independent appeals officers. Decisions on requests for review are provided within a 24-hour period.

The Government continues to evaluate wider policy on international travel as informed by the epidemiological situation and public health advice. In this context, regulations have been introduced to allow 'fully vaccinated' persons arriving from designated states to be exempt from Mandatory Hotel Quarantine.

Neither I as Minister for Health nor my Department have a role in decisions relating to whether individual persons must enter mandatory quarantine or whether individual persons are exempted travellers. All such decisions are to be determined in accordance with the provisions of the Act.
