Deputy Bríd Smith asked the Minister for Health the expected BER rating standard for the completed building of the new national maternity hospital; the difference between such a rating and a near zero rating in terms of energy efficiency; if this is in conflict with EU regulations relating to new public buildings; if current planning permission allows a build to such a standard; the estimated cost of any upgrade or change; and if he will make a statement on the matter.
