313. Deputy Kathleen Funchion asked the Minister for Children, Equality, Disability, Integration and Youth if he will provide a breakdown of the €316.6 million provided for early childhood care and education programme and access and inclusion model preschools in line B.3 of the revised estimate for 2022, including ECCE pay and ECCE non-pay, access and inclusion model and so on. Funding under the ECCE Programme is paid on the basis of capitation and is not broken down by pay and non-pay costs. 

However, the Independent Review of the Cost of Providing Quality Childcare Services in Ireland, published in 2020, found that pay costs account for approximately 70% of the total cost of delivering ELC across all services, with non-pay costs accounting for the remainder. This is in line with delivery costs in other jurisdictions.
