158. Deputy Bernard J. Durkan asked the Minister for Housing, Local Government and Heritage if a review of shared ownership liability in the case of a person (details supplied) can be undertaken given that an administrative change took place resulting in increased mortgage repayments; and if he will make a statement on the matter. The Shared Ownership scheme was one of the measures introduced by the Department under the policy document "A Plan for Social Housing" in 1991. The Shared Ownership scheme facilitated access to home ownership in two stages for those who could not afford full ownership immediately. The applicant acquires a share of the property and rents the remainder from the local authority, with an undertaking to acquire the remaining equity within a 25 year period.

The operation of the Shared Ownership scheme, including the title deeds and interest in the freehold, is a matter for each individual local authority.
