584. Deputy Aengus Ó Snodaigh asked the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media the total expenditure, current and capital, on local and regional museums and galleries; the way that this funding is decided upon and distributed; and if she will provide a breakdown of funding by local and regional museum and gallery for the past ten years in tabular form. The funding that I allocate to local and regional museums and galleries and their projects meets a specific cultural need and supports high level goals of my Department. In particular, this funding enhances access to the arts, cultural and film sectors and recognises the social and economic role of these sectors in Ireland. At present there are 12 Regional Organisations that receive funding on a yearly basis from my Department.

Further funding, particularly for regional and specialist galleries, is provided by my Department through the Regional Museum Exhibition Scheme, a competitive scheme which provides grants for capital works that enhance the exhibition/display facilities within the museum or which promote access to the museum. Funding available under this scheme is capped at €15,000.

My Department also operates further competitive schemes, including the Mobility of Collections Scheme to support greater regional and local access to material held in the National Collections, and the Small Scale Local Festivals and Summer Schools Scheme. The Small Scale Local Festivals and Summer Schools Scheme is designed to support local cultural festivals and summer schools which are not in receipt of other central Government monies and which may not be eligible under funding criteria for larger scale events supported by Fáilte Ireland, the Arts Council and similar bodies. Funding is provided by my Department under various grant schemes that open for applications from time to time. Deputy Aengus Ó Snodaigh asked the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media the total expenditure, current and capital, on State and local commemorations; the way that the distribution of this funding is decided; and if she will provide a breakdown of funding by commemorative event or programme for the past ten years in tabular form. As the Deputy will be aware, my Department leads on coordination of the Decade of Centenaries Programme 2012-2023 and the response to his question has been prepared with reference to expenditure under that programme for the 10 years 2013-2022, I trust that this addresses the full scope of the Deputy's question.

Given the ten-year time span and the very extensive and diverse number of Decade of Centenaries programme initiatives, individual events, and stakeholders, it is not possible to provide the information in the detail sought. However, if the Deputy has specific queries relating to a particular initiative or grant, I will endeavour to provide him with information in that regard.

Total expenditure (both capital and current) for the period 2013 to date, as requested by the Deputy, is €60,000,177

In common with all Government Departments, details of annual expenditure are included in the annual Appropriation Accounts. The Deputy will note that current expenditure for 2013 & 2014 was not identified separately under the Appropriation Accounts for those years, but has been since 2015. All Capital expenditure under the Programme has been identified in the Appropriation Account since 2014.

The Government's approach to commemorations continues to be underpinned by the guidance of the Expert Advisory Group on Centenary Commemorations (EAG) and consultation with the All-Party Consultation Group on Commemorations.

One of the strengths of the programme is the spirit of collaboration and partnership with a rich diversity of stakeholders – including State partners, local authorities, national cultural institutions, institutions of learning, and artists. The Department’s role is to provide support and assistance when required, and many of the programme initiatives are led, organised and curated by individual partners. All proposals submitted to the Department are examined in line with the advice from the EAG (which is published on www.decadeofcentenaries.com) and the aims, objectives and themes of the Decade of Centenaries Programme to ensure that they are appropriate, provide value for money and have the ability to reach as many members of the public as possible and also contribute to our collective reflection and learning about this period of our history.

With regard to local commemorations, under the Community Strand of the Decade of Centenaries Programme, my Department provides funding, support and guidance to every local authority to support the curation of community-led commemorative programming. However, decisions regarding the inclusion of initiatives within a local authority’s Decade of Centenaries programme are wholly a matter for the individual local authorities. It is important to note that under the Programme, local authorities are recognised as being best placed to determine what’s appropriate for their local area, in light of local history and expertise and to make decisions concerning initiatives to be supported from their funding allocation.

I thank the Deputy for his considered, informed and constructive contributions to the All-Party Group throughout the Programme to date. Consultation with that Group and the advice and support of the Expert Advisory Group on Centenary Commemorations have been invaluable to the success of the Programme from the outset.

Of the State Bodies under the aegis of my Department in the Culture area, the members of the Arts Council are remunerated. The Chair of the Arts Council is entitled to an annual fee of €8,978 and ordinary members are entitled to a fee of €5,985 though some members choose to waive this fee. The Creative Ireland Programme is a culture-based, all-of-Government initiative led by my Department that is designed to promote individual, community and national well-being. Its core proposition is that participation in cultural activity by everyone drives personal and collective creativity, with significant implications for individual and societal well-being and achievement.

The breakdown of the expenditure of this Department on the Creative Ireland Programme by subhead is provided in tabular form below. This expenditure supports a vast array of initiatives, projects, activities and events delivered right throughout the country by a wide network of Creative Ireland partners.

Creative Ireland Programme funding provides significant opportunities for people of all ages, from all backgrounds and in every area of the country, to participate in, enjoy and benefit from creative activities and pursuits – covering all genres, disciplines and artforms – within their local communities, their schools, or their own homes.

As advised to the Deputy in response to Dáil Question No. 187 of 29 June 2021, my Department is committed to fulfilling its statutory duties in this regard and this is reflected in its commitment to equality of access and opportunity across its implementation of civil service and internal HR policies as well as the development of policy initiatives, the delivery of services to customers and engagement with stakeholders.

While the same commitment applies in the case of those bodies under the aegis of my Department, as previously advised the implementation of appropriate policies is a matter for the relevant boards and management of those bodies who are responsible for corporate compliance and staffing issues.

I propose to take Questions Nos. 598 and 597 together.

The Arts Council is the agency through which Government support for the arts sector is delivered. In 2022, I allocated €130m to the Arts Council to provide for the arts sector of which €128m was current and €2m capital. 10% of €130m is equivalent to €13m. Doubling the current funding of €128m would cost €128m. It is worth noting, that in 2017, the total allocation to the Arts Council was €65.15m, which means that its funding has doubled in intervening five years.

Any increased funding in 2023 will be determined in the forthcoming Estimates process.
