1372. Deputy Patrick Costello asked the Minister for Justice if her attention has been drawn to the concerns raised by the United Nations Human Rights Committee in its recently published Concluding Observations on the Fifth Periodic Report on Ireland on the lack of transparency and reiterated refusal to publish the Dóchas reports on the treatment and conditions of detention of women detainees; and if she will make a statement on the matter. Deputy Patrick Costello asked the Minister for Justice if her Department will commit to the publication of the unpublished Dóchas reports as recommended by the United Nations Human Rights Committee in its recently published Concluding Observations on the Fifth Periodic Report on Ireland; if a timeline can be provided; and if she will make a statement on the matter. I propose to take Questions Nos. 1372 and 1373 together.

Based on legal advice received by my Department from the office of the Attorney General, it is not proposed to publish, at this time, a three day monitoring report (August 2021) or a section 31(2) (February 2022) report received from the Inspector of Prisons in relation to the Dóchas Centre. My Department has also received (July 2022) a supplementary report requested by me in relation to matters arising from the section 31(2) investigation and this is being considered in conjunction with the earlier reports.

As the Deputy may be aware, the report of the Inspector of Prisons Covid-19 Thematic Inspection of the Dóchas Centre was published on 28 April 2022.

The following revised reply was received on 16 January 2023.

I propose to take PQs 1372 and 1373 together.
