433. Deputy Pearse Doherty asked the Minister for Finance if the individualised gross income distributions published by the Revenue Commissioners issued on 30 July 2018 and last modified on 12 April 2022 include all persons in receipt of social welfare payments, including the State pension; and if he will make a statement on the matter. I am advised by Revenue that prior to 2019 the data set used to create the individualised gross income distributions required taxpayers to have employment income on record to be included in the base data set.

Persons in receipt of the State Pension, which is a taxable social welfare payment, are included in all years provided they also had employment income in each year. 

However, from 2019 the base data set widened to include those without employment income, provided they had taxable social welfare income in the year. Persons in receipt of the State Pension, or indeed other taxable social welfare payments, who are without employment income are included in the individualised gross income distributions from 2019 onwards.
