592. Deputy Cian O'Callaghan asked the Minister for Housing, Local Government and Heritage the names of the directors of a scheme (details supplied); if this is a State-owned company; if so, if the company’s annual returns and accounts will be published; and if he will make a statement on the matter. The First Home Scheme is not a fully State-owned company. The First Home Scheme is operated by a Designated Activity Company (DAC), overseen by a Board of Directors comprising representatives of the scheme funders, i.e. the State, AIB (which includes EBS and Haven), Bank of Ireland, and Permanent TSB. The scheme will facilitate the participation of further commercial lenders in the Irish market over its lifetime.

As a Designated Activity Company, the First Home Scheme Ireland holds responsibility for making all necessary statutory returns, including the preparation of financial statements and accounts and I am confident that the Board of First Home will ensure the scheme complies with all statutory obligations.
