Deputy Michael Lowry asked the Minister for Transport if his attention has been drawn to the substantial delays experienced by taxi operators when booking appointments to recalibrate and seal their meters for the new fare regime which came into force from 1 September 2022 (details supplied); the measures that are being taken to alleviate the obstacles in having additional appointments made available to have these meters recalibrate and resealed given that operating without a meter being sealed is an offence; and if he will make a statement on the matter. The regulation of the small public service vehicle (SPSV) industry, including SPSV licensing, is a matter for the independent transport regulator, the National Transport Authority (NTA), under the provisions of the Taxi Regulation Acts 2013 and 2016.  I am not involved in the day-to-day operations of the SPSV sector.

Deputy Mairéad Farrell asked the Minister for Transport if his attention has been drawn to the anomaly whereby 18-year-old students in some instances cannot qualify for the 50% fare reduction due to their being too young to apply for the young adult card for those aged 19 to 23 years, meaning that they have to purchase a full adult ticket; if his Department has made contact with the private bus operators that are awaiting action by his Department to resolve this; and if he will make a statement on the matter. As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport; however, I am not involved in the day-to-day operations of public transport. The National Transport Authority (NTA) has responsibility for the regulation of fares charged to passengers in respect of public transport services provided under public service obligation (PSO) contracts. 

The Young Adult Card (YAC) was initially introduced on PSO services in May. Following extensive engagement between my Department, the NTA, and representatives from the commercial bus sector the initiative was broadened to include participating Commercial Bus Operators (CBOs) on the 4th of September. As a result, holders of a YAC or Student Leap Card can now avail of the 50% fare discount on both PSO and CBO services.

In relation to the issue of eligibility requirements for the YAC, I am pleased to advise the Deputy that the NTA has informed me that the widening of the age of eligibility for Student Leap Cards to include third level students aged 16, 17 and 18 in the YAC scheme has gone live with effect from last Thursday 13th October.

 

Electric Vehicles

The Electric Small Public Service Vehicle (eSPSV) Grant Scheme is in place to support the greening of the SPSV, or taxi, sector. It is aimed at improving air quality in urban areas, reducing the CO2 emissions of a sector which typically has very high mileage, and also can positively influence the uptake of zero emission passenger cars by improving general perception and awareness of the benefits of electric vehicles.

The SPSV industry is regarded as a champion in the normalisation of electric vehicle use. The Scheme is funded by the Department of Transport and administered by NTA acting as agents of the Department with delegated authority and as the licensing authority for SPSVs. €15m was allocated in 2022 to enable owners of small public service vehicles, such as taxis, hackneys and limousines, to buy electric vehicles.

In accordance with the terms and conditions of the eSPSV grant scheme, applicants may be granted one extension for a three-month period in which to complete and finalise their application. Given the difficulties in obtaining vehicles, extensions have been granted on a case by cases basis, but only up to three months; and where proof is provided that a vehicle is on order and the date it will become available. No further extensions are available after this time period on the original application. If the application process is timed out an individual is able to reapply to the scheme and will be considered a new applicant for the purpose of the scheme. No extensions will be granted past 2022. Applicants can apply under the new scheme in 2023.

The National Transport Authority (NTA) has statutory responsibility for securing the provision of public passenger transport services nationally and for the scheduling and timetabling of these services in conjunction with the relevant transport operators.

In light of the Authority's responsibility in this area, I have forwarded the Deputy's question in relation to the Bus Éireann Navan NX route and the critical need for a train from Navan to Dublin, to the NTA for direct reply. As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport; however, I am not involved in the day-to-day operations of public transport such as driver recruitment.

I understand that many operators in the transport sector are experiencing difficulties with staffing difficulties both as a result of COVID-19 related absences and also difficulties in recruiting new drivers. These issues are found across all types of operators both public and private.

The National Transport Authority (NTA) has informed me that they are working with operators to try and mitigate the impacts through recruitment campaigns in recent months with significant numbers of additional drivers expected once required training and tests are completed and licenses issued by the RSA. In addition the NTA are engaging with the RSA to try and expediate the testing and licence process for new bus drivers.

As the Deputy may be aware, in late 2018, the then Government gave approval for the publication of a General Scheme of a Bill to amend the Taxi Regulation Act 2013 so as to provide for the regulation of rickshaws.Work was undertaken to advance the drafting of this bill and it was included in the legislative priority list for 2019. However, the onset of the COVID-19 pandemic necessitated a change in priorities.

I have agreed other work priorities for delivery in 2022 and 2023, and no consideration is being given to re-commencing work in this particular area, at this time.

The Government is fully committed to supporting a significant expansion and modernisation of the electric vehicle charging network over the coming years. A draft national charging infrastructure strategy for the development of EV charging infrastructure, covering the period out to 2025 was published for consultation in March.

The draft strategy sets out the government’s ambition regarding the delivery of a public EV charging network to support up to 195,000 electric cars and vans by the middle of the decade. Responses and submissions received as part of the consultation are currently being considered in the development of the final Strategy for publication later this year.

Having an effective and reliable recharging network is essential to enabling drivers to choose electric. Home charging is the primary charging method for most Irish EV owners as it’s convenient and cheaper for the consumer as well assists in the overall management of the national grid. Over 80% of charging is expected to happen at home. I am deeply cognisant of the need to facilitate residents without a driveway to charge their EV at a reasonable cost within their neighbourhood.

On 21st July I launched a new dedicated Office, Zero Emission Vehicles Ireland, which will oversee and accelerate Ireland’s transition to zero emission vehicles. A suite of new of grants and initiatives have been announced including the development of a new residential charging grant which will focus on providing neighbourhood and residential charging solutions, targeting areas where residents do not have access to off street parking and a home charger .

Officials from my Department are liaising closely with the Local Government Management Agency on plans to deliver charging solutions to these types of neighbourhoods.

The Government launched the National Sustainable Mobility Policy (SMP) in April 2022. The SMP sets out a framework for active travel and public transport to support Ireland’s overall requirement to achieve a 51% reduction in greenhouse gas emissions by 2030, and seeks to ensure that the development of active travel and public transport infrastructure are fully integrated. As part of this integrated approach, the existing commitment in the Programme for Government to establish a National Public Transport Forum was incorporated into the National Sustainable Mobility Policy as a commitment to convene a National Sustainable Mobility Forum to engage with all stakeholders on progress in relation to the SMP.

A further commitment in the SMP was the establishment of a Leadership Group to oversee implementation of the policy and delivery of its Action Plan. The intention of this Leadership Group is that the National Sustainable Mobility Forum, which it intends to hold on an annual basis, will provide an opportunity for regular engagement and interaction with a wide range of stakeholders, and that this Forum will be a crucial mechanism to ensure that implementation of the SMP is progressed on schedule. The Department of Transport intends to convene the first National Sustainable Mobility Forum in Q2 2023 to coincide with the first anniversary of the launch of the SMP. This will be an opportune moment to take stock of progress made during the SMP's first year, as well as to look towards the next steps required to deliver on the SMP’s core objective of achieving an additional 500,000 daily active travel and public transport journeys and a 10% reduction in kilometres driven by fossil-fuelled cars by 2030.

The Budget 2023 expenditure allocation for carbon reduction and public transport is €1.53 billion, as announced on 27 September. Officials in my Department and the transport agencies are now working to agree more precise programme and project-level allocations for 2023, and these will be available in the Revised Estimates Volume before the end of the year.
