103. Deputy Bernard J. Durkan asked the Minister for Justice if a stamp 3 provided in the cases of persons (details supplied) can be upgraded to stamp 4, given that their mother is an Irish citizen, that all persons have been in Ireland since 2006, who have all attended primary and secondary school in Ireland, who are unable to contribute given their pending citizenship applications, whose father is a Canadian citizen with a stamp 4, and whose parents both work in healthcare; and if she will make a statement on the matter.
