246. Deputy Richard Boyd Barrett asked the Minister for Public Expenditure and Reform the reason that the recent increase of 1% effective from 1 October 2022 under the Building Momentum agreement due to retired civil servants who are on an off-point scale may not be paid until the end of Q1 2023; and if he will make a statement on the matter. The majority of pensioners (approx. 27,000) on off point rates on the Pensions system have now been aligned with PER pay scales and have received both the 2nd February and 1st October pay increases.

There remains approximately 5,000 pensioners on off point scales which need to be manually reviewed. These pensioners are on a mix of industrial scales and older pay scales that do not align with current Department of Public Expenditure and Reform pay scales and cannot be validated using automation or currently used reporting techniques.

Members of the NSSO’s Pensions operational team will be going through this data manually, line by line, to clarify what increases are appropriate so as not to apply under or over-payments.
