Vaccination Programme

302. Deputy Seán Haughey asked the Minister for Health if Covid-19 vaccines will be made available to children under five years of age; and if he will make a statement on the matter. [62850/22]

Ireland welcomes the European Medicines Agency (EMA) age extension recommendation for the COVID-19 vaccine Comirnaty and Spikevax to include use in children aged 6 months to 4 years.

The COVID-19 Vaccination Programme in Ireland is based on the advice of the National Immunisation Advisory Committee (NIAC). Its recommendations are based on the prevalence of the relevant disease in Ireland, international best practices in relation to immunisation as well as evidence-based analysis and expert medical advice.

The NIAC makes recommendations on immunisation matters to my department and these are then evaluated by the Office of the Chief Medical Officer (CMO) following which the CMO will make a formal policy recommendation which I will then give consideration to.

Deputy Rose Conway-Walsh asked the Minister for Health further to Parliamentary Question No. 63 of 8 December 2022, if he has the power to mandate an independent investigation into individualised services under the service agreement between an organisation (details supplied) and the HSE; and if he will make a statement on the matter. The organisation referenced by the Deputy receives funding from the HSE, under Section 39 of the Health Act, 2004. The organisation’s service agreement is with the HSE, and it is the HSE which has operational responsibility for oversight of delivery of services in accordance with the service agreement.

The HSE advises that it is engaging with the Health Information and Quality Authority (HIQA) with regard to the organisation concerned. The HSE is also engaging with the organisation in terms of its service agreement and a Service Improvement Framework process which is being established, which will be independently chaired.

Residential services (including residential respite services) which fall under the definition of registered centres as set out in the Health Act 2007 are registered with the independent regulator, HIQA, which conducts periodic inspections for compliance with the relevant Regulations. HIQA determines which services come within its ambit in accordance with the relevant statutory provisions.

Given the governance and oversight responsibilities of the HSE and HIQA respectively, it would not be appropriate for the Minister to set up any other process in respect of the organisation concerned.

309. Deputy Seán Haughey asked the Minister for Health if he will provide an update on plans for a new emergency department at Beaumont Hospital, Dublin 9; and if he will make a statement on the matter. [62874/22]

The proposed new Emergency Department (ED), including reconfiguration of the existing ED, at Beaumont Hospital is a large and complex proposal, which is in the early stages of design development.

The delivery of capital projects is a dynamic process and is subject to the successful completion of various approval stages, in line with the new lifecycle approach of the updated Public Spending Code (PSC).

The HSE has appointed a design team and, whilst it is in early stages of development, the Design Report is now completed. The design team will continue through this design process including the statutory planning applications.

In parallel to this work, the HSE is developing a Strategic Assessment Report (SAR) as required under the PSC. It is expected this SAR will be submitted to the Department of Health in early 2023.

If the SAR satisfies the requirements of the PSC and aligns with national and Departmental policies and strategies, a preliminary business case can be developed, building on the work of the design team.

Given the impact of construction inflation, and supply chain issues in the construction sector arising from the pandemic and the war in Ukraine the proposals could potentially cost over €100m. For all capital investment proposals in excess of €100m Government is the approving authority.

The preliminary business case would be subject to reviews in line with PSC requirements and, if compliant, submitted to Government for approval. This approval would enable the HSE to proceed to develop a procurement strategy and tender documents for the new ED.

Unfortunately, the timeline for the new ED cannot be estimated until after the completion of a tender competition and submission of the Final Business case for Government approval.
