As you will recall, I sought the information you requested from the Garda authorities and undertook to contact you again once the information was to hand.
The Garda Commissioner is responsible by law for the management and administration of Garda business, which includes the recruitment and training of Garda members and staff. As Minister I have no direct role in such matters.
I am informed by the Garda Authorities that the table below provides a breakdown of candidates invited to the Physical Competence Test (PCT) from the previous three recruitment campaigns:

I understand that candidates can avail of a re-test if they fail the initial Physical Competence Test (PCT). If they fail the re-test they can make an appeal for a third PCT. If the appeal is granted this is their third and final attempt at the PCT.
Therefore, the numbers above include all tests conducted including where an individual failed and had additional opportunities to pass at a re-test or at an appeal.

As you will recall, I had sought the information you requested from the Garda authorities and undertook to contact you again once the information was to hand. As you will be aware, under the Garda Síochána Act 2005 (as amended), the Garda Commissioner is responsible for the administration and management of An Garda Síochána. As Minister, I have no direct role in these independent functions.
The table below, furnished to me by the Garda authorities, outlines the number of candidates who were offered a place to commence training in the Garda College, the number who commenced training and the number that did not accept the offer.

The Government is committed to supporting healthy and positive ageing as well as to ensuring that older persons can continue to live independently in their homes and communities for as long as possible.

Acknowledging the disproportionately negative impact of the pandemic on older persons, the Programme for Government: Our Shared Future (2020) commits to the establishment of a commission on care that will ‘assess how we care for older people and examine alternatives to meet the diverse needs of our older citizens’, learning the lessons from COVID 19.

In 2022 preliminary desk research was undertaken within the Department of Health in preparation for the establishment of a commission on care. In 2023 the scoping and planning for the commission on care will be further advanced as a priority. While, accordingly, the scope of the commission has yet to be determined, it is envisaged that consideration of matters such as whether there is a need to establish an independent commissioner for ageing and older people will fall within the commission’s remit.

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

In relation to the particular query raised, as this is a service matter, I have asked the Health Service Executive to respond to the Deputy directly, as soon as possible.

I propose to take Questions Nos. 586 and 695 together.

My officials and the HSE have made preparations for the expansion of GP care without charges to all children aged 6 and 7. Engagements with the IMO, representing GPs, in relation to the necessary fee structures are ongoing with the intention of introducing this service as early as possible.

Furthermore, from 1 April 2023, eligibility will be extended to people who earn the median household income of €46,000 or less. It will be adjusted for people living alone and for those with children; further operational details will be made available prior to the commencement of the income-based expansion. It is envisaged that these measures will be supported by a significant package of additional capacity supports to GP practices.

All documentation to progress the proposed inquiry into the historical licensing and use of Sodium Valproate in Ireland is been finalised by officials within the Department of Health.

My Department funds health research through the Health Research Board (HRB). The HRB is not currently funding any research projects on the reasons persons travel abroad for surgery and potential associated risks. Proposals on this topic, along with any other health-related research topic, would be welcome. The HRB has a suite of grant programmes always open or planned. Projects can focus on clinical care, population health, or health services research. Funding is available for people (at any career stage, in academia or embedded in practice). Full details on these calls and the application process are available on the HRB website: www.hrb.ie. I would encourage researchers and clinicians to apply.

Separately, the HSE currently operates two EU schemes that facilitate patients accessing treatment abroad. The EU Treatment Abroad Scheme (TAS) is a consultant led scheme and allows for an Ireland-based public consultant to refer a public patient who is normally resident in Ireland for treatment in the public healthcare system of another EU member state, the UK or Switzerland. Subject to the EU Regulations and Guidelines, the TAS provides for the cost of approved public treatments in another EU/EEA member state, the UK or Switzerland through the issue of form S2 (IE) where the treatment is:

- among the benefits provided for by Irish legislation;

- not available in Ireland;

- not available within the time normally necessary for obtaining it in Ireland, taking account of the patient's current state of health and the probable course of the disease;

- medically necessary and will meet the patient’s needs;

- a proven form of medical treatment and not experimental or test treatment;

- provided in a recognised public hospital or other institution that will accept EU/EEA form S2 (IE) and;

- is under the control of a registered medical practitioner.

Patients are advised to contact the HSE TAS office directly, for advice on making an application for treatment abroad, in advance of travelling abroad. Contact details and further information are available on the TAS Website.

Under the terms of the EU Cross Border Directive (CBD), patients in Ireland can seek to be referred to another EU/EEA country for medical treatment that is available in the public health service in Ireland. The patient may access the overseas service in either the public or private health sector of the country they choose to receive the service in. The patient pays for the treatment and claims reimbursement from the HSE at the cost of that treatment in Ireland or the cost of it abroad, whichever is the lesser. The HSE, in fulfilling its role as the National Contact Point (NCP) in Ireland, provides information for patients on the operation of the CBD, including on its website. www2.hse.ie/services/schemes-allowances/cross-border-directive/
