Programme for Government

45. Deputy Gary Gannon asked the Taoiseach if he will provide an update on the programme for Government. [5890/23]

Government has been working to implement the commitments in the Programme for Government, which are advanced through the co-ordinating mechanisms of the cabinet committee structure.

The ten Cabinet Committees recently established by Government reflect the core policy areas set out in the Programme for Government that it will continue to focus on.

Cabinet Committees will meet regularly to accomplish their work.

Strategy Statements, currently being prepared by all Government Departments, will reflect the national priorities outlined in the Programme for Government.

The Department of the Taoiseach is continuing to help advance the Programme for Government commitments in the following priority policy areas:

- Implementation of the Housing for All strategy which is driving delivery of crucial housing related commitments.

- The Climate Action and Low Carbon Development (Amendment) Act 2021, the publication of the Climate Action Plan 2023, the launch of the National Retrofit Plan, adoption of the Carbon Budget programme, and agreement of the Sectoral Emission Ceilings.

- Advancements in Sláintecare, such as an implementation plan for Regional Health Areas currently being refined and the publication shortly of the Sláintecare progress report for 2022 and the 2023 Action Plan for Sláintecare.

- Ongoing oversight of implementation of the Third Domestic, Sexual and Gender Based Violence Strategy.

- Ongoing development of the Well-being Framework for Ireland, the Well-being portal and dashboard currently being hosted by the CSO.

- Publication of a Report in June, detailing significant progress achieved under the 2021 Economic Recovery Plan, which focussed on driving a jobs-rich recovery, and encouraging the transition towards a decarbonised and digital economy.

- Driving delivery of our commitments on Shared Island, through the Shared Island unit in Department of the Taoiseach.

- Driving implementation of the New Decade, New Approach commitments, in conjunction with Departments North and South.

- Strengthening British-Irish relations, including with London and the devolved Governments.

- Ongoing engagement with EU leaders to advance high-level objectives in the Programme for Government, in particular, energy security, Brexit, economic issues, external relations, as well as pursuing a strong, collective response to Russia’s illegal invasion of Ukraine.

- Ongoing oversight of the implementation of A Policing Service for our Future – the Government’s plan to implement the Report of the Commission on the Future of Policing in Ireland.

- Progressing Citizens’ Assemblies, with the Dublin-related Citizens Assembly having submitted its Report to the Oireachtas in December and the Biodiversity Loss Assembly following suit shortly. Two further Citizens’ Assemblies, one dealing with matters relating to Drug Use and the other on the Future of Education, are under consideration and will be subject to Oireachtas agreement.

- Publication of the Future of Media Commission Report and the Government’s response, which constitutes a strategic programme of work for public service content across media in Ireland. Work to implement the Report’s recommendations, and develop a new funding model is underway.

46. Deputy Neasa Hourigan asked the Taoiseach when a new chair will be appointed to the north east inner city initiative; and if he will outline the process by which a new chair will be appointed. [5532/23]

The Government remains fully committed to the important work that has been underway in Dublin’s North East Inner City (NEIC) to oversee the long-term social and economic regeneration of the area.

The NEIC Programme Implementation Board, which was established following publication of the Mulvey Report, and comprises government departments and agencies, alongside community representatives, will continue this work and ensure sustained momentum for the many initiatives being driven under the Board’s programme of work.

Arrangements will be made for the appointment of a new Chair of the Board and I will advise Government of a nominee in due course. In the interim, the work of the Board will continue with the support of the Department of the Taoiseach.

The Housing for All Sub-Group on State Lands and Property reports to the Public Service Delivery Working Group chaired by the Secretary General of the Department of Public Expenditure and Reform, which in turn reports to the Housing for All Delivery Group.

The Group oversees relevant actions and targets in the Plan and the potential of State Land & Property to contribute to residential housing delivery.

49. Deputy Catherine Connolly asked the Taoiseach if it remains the case that the Central Statistics Office continues to publish crime statistics using data recorded on An Garda Síochána's PULSE system "under reservation"; the length of time the CSO has been dissatisfied with the quality of recorded crime data; and when it is expected that the crime data will be of a standard to enable its publication without requiring the "under reservation" qualifier. The CSO publishes Recorded Crime statistics on a quarterly basis. The Recorded Crime series provides statistics on the number of crime incidents recorded by An Garda Síochána (AGS), classified by incident type, incident reported date, and location, as recorded on the PULSE system.

Statistics are also provided on crime detections (following data quality improvements in PULSE), on victims and suspected offenders, as well as annual statistics on prisoner and probationer recidivism.

Commencing in March 2018, Crime statistics based on PULSE have been classified by CSO as ‘Statistics under Reservation’ to indicate to users concerns the CSO has in respect of the underlying data source. The CSO has been engaged with AGS to progress implementation of an improvement plan and this continues at this date.

The CSO advises that Recorded Crime statistics will remain ‘Under Reservation ’ for the present time, and the CSO will continue to publish crime statistics sourced from PULSE given the important societal need to have information on crime in Ireland. The pathway to lifting the ‘Under Reservation’ is in building enhanced public confidence in the quality of PULSE crime data. This can be achieved through a trusted and transparent data quality verification process by An Garda Síochána, rooted in a clear appreciation of the data quality risks involved in the crime reporting and recording process. Robust, trustworthy crime statistics are a vital tool for decision makers and society, and the CSO remains committed to advising and assisting An Garda Síochána in improving data for statistical purposes.

The CSO published the fourth Review of the Quality of Recorded Crime Statistics in July 2021. This review noted that there is a need for An Garda Síochána to monitor and evaluate data quality, and, ultimately, to report on data quality in a transparent way to users. Work by An Garda Síochána is underway in this area, and progress is being made. In addition, an independent review of the data quality controls in place for recorded crime on PULSE is required. The CSO notes that such a review is currently underway by external consultants. CSO staff have engaged with this review as well, meeting with the consultants, and look forward to seeing the results of the review as we work with An Garda Síochána to further build assurance levels in PULSE crime data. A fifth Quality Review by CSO is scheduled for later in 2023 which will assess the status of previous Review recommendations as well as performing the standard CSO quality checks on the underlying data .
