As this information is not readily available, a response will issue directly to the Deputy within 10 days.

The following deferred reply was received under Standing Order 51.
The Irish Land Commission (ILC) was dissolved on 31 March 1999 pursuant to the Irish Land Commission (Dissolution) Act 1992. The Bill was published in 1989 while the Act was published in 1992 but not commenced until 1999. As stated in the Minister’s reply, the amount of land that was gifted to Coillte and the NPWS is not readily available within the records of the Department of Agriculture Food and the Marine. Statistics relating to the allotment of former Irish land Commission lands are not compiled in the format sought.
I have therefore forwarded your queries to Coillte and NPWS who have checked their records and confirmed the following.

Richard Boyd Barrett

Ceist:

302. Deputy Richard Boyd Barrett asked the Minister for Agriculture, Food and the Marine if Coillte had provided him with its five-year business plan; if this plan included a deal between Coillte and an organisation (details supplied); if a letter of expectation sent instructing Coillte to proceed with its plan referred to the five-year business plan; if it included the aforementioned deal; and if he will make a statement on the matter. [9341/23]

In order to deliver on its objectives to be both commercially successful and to provide a broader range of benefits around climate, biodiversity and recreation Coillte produced a Corporate Plan in 2019. The Plan set out its proposed business and financial models for the years 2020 to 2024.. The Plan did not include any reference to a deal between Coillte and the organisation named.

Over the last two years, Coillte has also developed a new draft Vision for its operations out to 2050. This vision clearly set out its goals on afforestation which would be a achieved through combination of means, including commercial partnerships.

The Shareholder Letter of Expectation which issued in June 2022 acknowledged the financial targets proposed in the Plan. I have published this letter on my Department's website www.gov.ie/forestry.

Departmental Schemes

Ceisteanna (308)

Michael Collins

The Local Improvement Scheme, or LIS, supports the improvement of rural roads and laneways that are not normally maintained by local authorities. As part of Our Rural Future, the Government is committed to ensuring that the LIS is funded into the future. The scheme makes an important contribution to connectivity, which I view as an important issue for rural Ireland – whether it be access to homes, farms or outdoor amenities.

The Local Improvement Scheme was reintroduced by my Department in 2017 following a number of years with no dedicated funding. Since 2017, my Department has allocated almost €114 million to the scheme. This has upgraded some 3,700 non-public roads and lanes benefiting over 16,000 landowners and residents in these rural areas.

I launched the 2023 scheme earlier this month with an increase in the base funding to €12 million. I also announced an addition €0.55 million for improvement works on our off shore Islands. This is the third consecutive year where the basic allocation for the Local Improvement Scheme has been increased. I also announced the allocations for this years scheme earlier than was the case in 2022, in order to give local authorities the most time possible to complete works on the ground.

I will continue to closely monitor expenditure patterns this year in my Department and should savings emerge, I will give consideration to again allocating additional funding to the scheme as was seen in 2021 and 2022.

Finally, I am continuing to engage with my colleague, the Minister for Transport regarding his Department contributing to a jointly funded Local Improvement Scheme.

The Rural Regeneration and Development Fund provides funding for the development and construction of capital projects in towns and villages and rural areas across Ireland. To date, 215 projects have been approved for funding of €395 million for projects costing €542 million.

Calls for applications to the Fund are sought under two categories – Category 1 and Category 2. Category 1 relates to large scale ambitious capital projects with all necessary planning and other consents in place, and which are ready to proceed. Category 2 provides smaller grant funding to enable the development of project proposals suitable for future calls for Category 1 applications.

The Youghal Public Library project was awarded funding of €4,048,511 under the third Call for Category 1 proposals to the Rural Regeneration and Development Fund in 2021. The total cost of the project is €4,498,346. The amount of funding drawn down to date is €189,109.

The detailed design for the project is currently being developed and the estimated completion date is September 2025.

Offshore Islands

Ceisteanna (310, 311)

Éamon Ó Cuív

Ceist:

310. Deputy Éamon Ó Cuív asked the Minister for Rural and Community Development the total capital allocation she has for works to be carried out on the offshore islands this year by county councils, exclusive of major island pier developments; the value of the submissions she recently received from county councils; when she will make a decision on the allocations for 2023; and if she will make a statement on the matter. 311. Deputy Éamon Ó Cuív asked the Minister for Rural and Community Development when it is intended to approve the minor works programme for roads, piers, and so on, for islands this year, given that it will be absolutely necessary that an urgent decision be made on this if the money provided is to be spent in this calendar year; and if she will make a statement on the matter. [9382/23]

I propose to take Questions Nos. 310 and 311 together.

It is an objective of this Government to provide the necessary supports for our off-shore islands so that those communities can continue to live, and thrive, on the islands.

As the Deputy is aware, my Department operates an annual capital funding programme to enable the relevant local authorities to carry out minor capital works on the offshore islands and develop key infrastructure such as piers on the islands and mainland to support the sustainability of our island communities.

Last year, I secured a significant increase in the capital allocation for the islands to €4.644 million and I am delighted that I have secured the same amount again in 2023.

The closing date for submissions from Local Authorities for inclusion in this year's capital programme was last Wednesday, 15 February 2023. I understand that the value of submissions received from Local Authorities this year is almost equivalent to the total allocation, however my Department is still awaiting clarifications on a submission from one Local Authority.

It is also important to note all projects submitted for consideration will have to assessed by my Department before they are sent to me for consideration and approval.

I am conscious of the importance of providing sufficient notice of approval to local authorities in order to allow them plan and carry out the works, given the added logistical considerations associated with island works. On that basis, I hope to be in a position to approve the funding for these works as soon as possible.

I propose to take Questions Nos. 313, 314, 317 and 319 together.

My Department's mission is to promote rural and community development and to support vibrant, inclusive and sustainable communities throughout Ireland, including Kildare. We do this by delivering a wide range of strategic interventions and investments throughout the country.

In 2022 my Department provided substantial support for rural and community development, including through investment in infrastructure and initiatives assisting the retention and attraction of jobs throughout the regions. This will continue in 2023. My Department has a strong budget available in 2023 to support delivery for rural and urban communities.

This includes a funding allocation of €7.5 million in 2023 for the Clár Programme. The Community Centre Investment Fund has an allocation of €20m for 2023, up from €15m last year. For 2023 the Local Improvement Scheme has a funding allocation of €12 million, up from €11 million in 2022, and €10.5 million in 2021. The Leader Programme has an allocation of €46million in 2023.

The Rural Regeneration and Development Fund has an allocation of €60m for 2023. To date, 215 projects have been approved for funding of €395 million for projects costing €542 million throughout rural Ireland. The Outdoor Recreation Infrastructure Scheme is another important area of investment with an allocation for 2023 of €16 million. The allocation for this Scheme has increased year on year since 2020, and the projects funded will be key enablers of the recently launched National Outdoor Recreation Strategy, Embracing Ireland's Outdoors. There is also €10m for the Community and Voluntary Energy Support Scheme which will also assist communities with increased costs.

Scheme priorities are reviewed at the end of each scheme year and this process is at an advanced stage in respect of planning for our 2023 schemes. As part of this process, I am anxious to ensure that the range of schemes offered by my Department continue to be structured in a way that ensures clear coherence, shows alignment with key policies such as Our Rural Future and the Town Centre First policy, and that deliver real and tangible benefits for communities.

Community Development Projects

Bernard Durkan

Ceist:

315. Deputy Bernard J. Durkan asked the Minister for Rural and Community Development the extent to which she proposes to liaise with the community sector throughout the country, with a view to identifying and addressing issues as they arise at an early date; and if she will make a statement on the matter. [9438/23]

Amharc ar fhreagra

Freagraí scríofa

In 2019, my Department launched Sustainable, Inclusive and Empowered Communities, the Strategy to support the community and voluntary sector. The Strategy seeks to create a vibrant and active civil society, developing opportunities for all communities to contribute, engage and participate in decision-making and policy implementation.

As part of the implementation, in November 2022 my Department held the first Civic Forum.  The Forum, attended by over 100 representatives from national and local government as well as a wide representation from across the community and voluntary sectors, provides a space for formal engagement between the sector and state.

My Department also has overall responsibility for the funding, governance oversight and development of Public Participation Networks (PPNs). The focus of the PPN is to empower and assist volunteer-led community groups to participate in local authority policymaking and decision-making. PPNs are also called upon on occasion to bring the perspective of the local community sector to national policy matters. A PPN has been established in each of the 31 local authority areas, and over 18,000 groups nationwide are currently members of a PPN. This means that my Department’s engagement with PPNs give it a deep reach into the local community sector.

DRCD also provides funding to the members of the Community and Voluntary Pillar to engage in dialogue and policy formation. The Pillar is a seventeen member group representing community and voluntary organisations which contribute to the social dialogue process. The Pillar plays an active role in contributing to my Department’s policy formation, meeting with my officials twice a year, with individual members also contributing separately as part of wider Departmental policy engagement.

These initiatives ensure robust structures and open dialogue, facilitating early identification of emerging issues and collaborative means to addressing challenges.

I propose to take Questions Nos. 316, 321 and 322 together.

My Department continues to liaise with stakeholders in communities around the county including the Local Authorities, Local Community Development Committees, Public Participation Networks and the Local Development Companies to ensure that supports provided are timely and appropriate to the needs of those communities.

While the schemes administered by my Department have a consistent, ongoing focus, they are regularly adapted and supplemented in response to emerging needs identified through the aforementioned stakeholder engagement. Such examples are the Community Call Initiative, the Covid-19 Stability Scheme, the Accelerated Town and Village Renewal Scheme , the Community and Voluntary Energy Support Scheme and the recently announced Community Recognition Fund.

My Department will continue to monitor issues that arise in communities and tailor our approach to the emerging issues.
