Deputy John Brady asked the Minister for Education if she will provide an update on the implementation of additional accommodation for a school (details supplied); if she will outline the works that are needed; if she will provide a timeframe for when this work will commence; and if she will make a statement on the matter. Amharc ar fhreagraI am pleased to advise the Deputy that approval has issued for the the refurbishment of existing modular units and the installation of two additional modular units at the school referred, to cater for increased enrolments.
The project is being delivered under the Department’s Devolved SEN Reconfiguration and Modular Accommodation programme. This approach supports accelerated delivery of the accommodation and maximises assistance to the school for this brief, the project will be delivered from the Department’s Procurement Frameworks. A Project Management company will be appointed, from the Department’s Framework, to design and tender the project. This consultant will lead the project through the various stages of planning process and construction. The Project Manager has visited the school site and is consulting with the School Authority.
The School Authority has overall responsibility for delivery of the project.

Deputy John Brady asked the Minister for Education the action being taken by her Department regarding security concerns raised by a school (details supplied); the action and measures that will be implemented by her Department following the completion of an assessor report carried out in 2022; and if she will make a statement on the matter. Amharc ar fhreagraMy Department's Planning and Building Unit is currently assessing its work programme and priorities for 2023 in the context of its available funding. Key priorities for the Department's work programme include continuing strong delivery to support the operation of the school system with particular regard to planning ahead for the 2023/24 school year and beyond and also with particular regard to supporting special needs provision.
The needs of the school in question will be considered in this context and my Department will be in contact with the school patron in due course.
89. Deputy Mattie McGrath asked the Minister for Education the reason the ancillary services grant for the running of schools that is scheduled for payment in April 2023 is now being delayed until June 2023 (details supplied). [19659/23]
Amharc ar fhreagraMy Department provides funding to recognised Primary schools in the free education scheme by way of per capita grants. The two main grants are the Capitation grant to cater for day to day running costs such as heating, lighting, cleaning, insurance, general up-keep etc. and the Ancillary to cater for the cost of employing ancillary services staff.
Schools are permitted to regard the capitation and ancillary grants as a combined grant. It is a matter for each individual school to decide how best to apply the grant funding to suit its particular needs.
As the Deputy is aware, an agreement was reached between my Department and Fórsa on improved terms and conditions for grant funded secretaries. Further details are available in Circular 0036/2022:- assets.gov.ie/227054/9d2f60db-aa3e-4ab5-b170-c48392a6e04f.pdf#page=null.
A bulletin was issued to schools by my Department recently advising them of the work that has been ongoing to implement this agreement so that secretaries who accepted it can be paid on my Department’s payroll from 1st September 2023.
In relation to payment of the Ancillary Grant referred to by the Deputy, my Department has been engaging with Management Bodies in order to discuss the interim arrangements for payment of the grant due up to September 2023 when secretaries are placed on a payroll operated by this Department.
These arrangements have now been finalised and a notice has issued to schools confirming funding will be in school accounts in the coming days.
90. Deputy Aodhán Ó Ríordáin asked the Minister for Education if she will investigate the withdrawal of school transport from a child with Down syndrome (details supplied); and the measures that can be taken to ensure their transport is restored. [19684/23]
Amharc ar fhreagraThe School Transport Scheme is a significant operation managed by Bus Éireann on behalf of the Department of Education. In the current school year, over 147,900 children, including over 18,000 children with special educational needs, are transported on a daily basis to primary and post-primary schools throughout the country.
In addition, school transport scheme services are being provided in the current school year for over 4,500 children who have arrived to Ireland from Ukraine.
The total cost of the scheme in 2022 was €338.9m.
The purpose of the School Transport Scheme for children with Special Educational Needs is, having regard to available resources, to support the transport to and from school of children with special educational needs arising from a diagnosed disability.
The National Council for Special Education acts in an advisory role to the Department of Education on the suitability of placements for children with special educational needs. Under the terms of the School Transport Scheme for Children with Special Educational Needs, the Department will consider the report of the Special Education Needs Organiser (SENO). School transport is provided to children with special educational needs who are attending the nearest school to their place of residence that is or can be resourced to meet their educational needs, as identified by the SENO.
Bus Éireann has informed School Transport Section that the service to which the Deputy refers operated on the 25th April 2023 and will continue to operate going forward.
91. Deputy Brendan Griffin asked the Minister for Education if she will provide a timeline for the implementation of the key actions in Cineáltas: Action Plan on Bullying; and if she will make a statement on the matter. [19726/23]
Amharc ar fhreagraMy Department launched the Implementation Plan for Cineáltas on 10th April 2023, which is available at gov.ie - Cineáltas: Action Plan on Bullying
(www.gov.ie) Cineáltas is dedicated to the prevention and addressing of bullying, cyber bullying, racist bullying, gender identity bullying and sexual harassment, among other areas, in schools. It is centred on a child right’s based approach and provides a collective vision and clear roadmap for how the whole education community and society can work together to prevent and address bullying in our schools.
The Implementation Plan for Cineáltas commits to implementing each of the 61 actions contained in Cineáltas within a five-year period and sets out timeframes and information about how the department is going to implement the actions.
An Implementation and Evaluation Group is being established to oversee implementation of the actions and the publication of annual implementation and evaluation reports, informed by feedback from children and young people, parents, school staff, education partners, key stakeholders and relevant agencies.
Implementation of a number of actions has already progressed. These include the following:
• My Department has recently established a Student Participation Unit, which will promote the participation of children and young people in the development of department policy, building on its existing work in this area
• An Expert Group has been established to advise the department on how best the Student Participation Unit can progress its work. Professor Laura Lundy, Professor of Education Law and Children’s Rights at Queen’s University who developed the Lundy Model of children’s participation will chair this Expert Group
• Work to update the anti-bullying procedures for schools is well underway with Continuous Professional Development and training being developed for all school staff, Board of Management members and parents
• €5 million is being invested to pilot a programme of counselling supports for primary school students. This will serve to support the very positive work which already takes place in the area of wellbeing in schools. The details of the programme are currently being finalised.

Deputy Richard Boyd Barrett asked the Minister for Education the legal basis on which she can refuse to answer Parliamentary Question No. 670 of 21 March 2023 in relation to the annual rental costs for the current temporary accommodation and site of a school (details supplied); if such a request for those costs is not disclosed, how oversight and transparency on the expenditure of these public funds are to be achieved; and if she will make a statement on the matter. Amharc ar fhreagraMy Department seeks to maximise value for money in all rental arrangements and works to ensure that the best possible price is negotiated. In that context, the disclosure of information about current rental agreements can compromise the achievement of value for money in current and future negotiations.
For that reason of commercial sensitivity, my Department is not in a position to provide information regarding the rental costs of interim accommodation for the school at this point in time.
Robust procedures are in place in the Department to ensure that due diligence is undertaken in advance of approving public monies, including the costs referred to here.These processes are also subject to audit by the Comptroller & Auditor General, and the Department's Internal Audit Unit.

There has been ongoing engagement from Senior Officials in the Department with the named individual and this will continue. Furthermore, in the context of advancing proposals for the future supports for survivors of residential institutions, there will be engagement between the Department and Minister with the Consultation Forum of which the person concerned is a member.
94. Deputy Aodhán Ó Ríordáin asked the Minister for Education the estimated cost of lowering primary school class sizes in all primary schools to include DEIS Band 1 schools from September to December 2023, and for the full financial year 2023/2024. [19803/23]
Amharc ar fhreagraUnder the Programme for Government there is a commitment to seek to make further progress in reducing the pupil teacher ratios in primary schools.
In Budget 2023, I ensured major investment in our schools and I have succeeded in bringing the teacher allocation ratio to an average of 1 classroom teacher for every 23 pupils in all primary schools for the 2023/24 school year which is the lowest ever seen at primary level. This was my third successive Budget which saw an improvement in allocation of teachers to primary schools. A three point reduction in the retention schedule, in place since 2021, assists schools that would otherwise be at risk of losing teaching posts.
The latest figures in relation to pupil teacher ratio shows an improved ratio of teachers to pupils from 15.7:1 to 13.7:1 at primary level when comparing the 2016/17 school year to the 2021/22 school year. This compares favourably with the OECD pupil teacher ratio which is 1:15. In the same period the staffing schedule improved from 27:1 to 25:1. Average class sizes improved from 24.6 to 22.8 in the same period. The budget measures will continue the positive trend of improving class sizes for this school year, and statistics on this will be published at the end of the school year.
A one point improvement in the staffing schedule at primary level, to include both DEIS and non-DEIS schools, would cost in the region of €6.8 million September to December, and €20.5 million per annum thereafter.

The attached document provides the number of teachers holding a Post of Responsibility Allowance (at Assistant Principal I and Assistant Principal II levels). The dates are extracted from payroll data in April 2023 and March 2009.
Posts of responsibility applications are processed throughout the year by payroll staff in my Department and the data attached gives the information at a single point in time.
Budget 2017 allowed for the commencement of restoration of middle management posts as part of an agreed distributed leadership model and meant lifting the rigidity of the longstanding moratorium on these posts. The equivalent of approximately 1,300 middle management posts (Assistant Principal I and Assistant Principal II) were restored at both Primary and Post-Primary level. (2,600 in total)
The Department has committed to annually revising the allocation of Posts of Responsibility to take into account retirements of teachers during the school year which has ensured that the current level of Posts of Responsibility (POR’s) are maintained in the school system. New POR threshold tables are produced each year to distribute these POR’s equitably across all school. The Sectoral Bargaining process under Building Momentum for the primary sector has been used to increase posts of responsibility (POR) in primary and special schools by 1,450 posts. The distribution of these additional posts of responsibility are comprehended in Circular 0043/2022 available on the Department’s website.
