I would like to thank the Deputy for the question and would like to advise the following:

Enabling children with special educational needs (SEN) to receive an education appropriate to their needs is a priority for this Government.

It is also a key priority for me as Minister for Special Education & Inclusion, for my Department and for the National Council for Special Education (NCSE).

For 2023, the spend by my Department on special education will be substantially increased by over 10% on last year, meaning that for 2023 my department will spend over €2.6 billion providing supports to children and young people with special educational needs and their schools.

This level of educational funding and support is unprecedented and represents in excess of 27% of the department’s total allocation for 2023.

This includes funding to support children with SEN in mainstream classes; funding for new special classes and new special school places; additional special educational teachers and special needs assistants. 

The NCSE has responsibility for coordinating and advising on the education provision for children with special educational needs nationwide.

Over the last two to three years, my Department and the NCSE have introduced a number of strategic initiatives to plan for and provide sufficient special class and special school places.

These initiatives are bearing fruit with over 600 new special classes sanctioned at primary level, almost 300 new special classes sanctioned at post-primary level and five new special schools established over the last three years.

My Department is engaging intensely with the NCSE in relation to the forward planning of new special classes and additional special school places.  This work involves a detailed review of statistical data in relation to forecasting demand for special class places, consideration of improved data sharing arrangements and a particular focus on the provision of special classes at post-primary level. 

As a result of this forward planning, on the 12th of April, Minister Foley and I announced the establishment of 2 new special schools for the 2023/2024 school year, with further capacity being expanded in 11 other special schools.

Along with the two new special schools, 328 new special classes – 217 at primary and 111 at post-primary level – have been sanctioned by the NCSE for opening in the 2023/24 school year, with more to be confirmed in the coming weeks.

Of these new classes, 4 are in Co. Clare, with 3 at primary level and 1 at post-primary level.  These new classes will bring the total number of special classes in Clare to 66 – 50 at primary and 16 at post-primary level.

The NCSE has advised my department that it continues to work with schools to ensure all students identified as requiring places in the special class meet the Department of Education’s criteria for enrolment in a special class.

The NCSE has advised my department that this school expressed an interest in opening a special class.

The NCSE actively encourages expressions of interest from schools to open special classes, and I appreciate and commend all efforts taken by Board of Management in this regard.

Upon assessing the needs in the local area, the NCSE identified that there were schools in the neighbouring vicinity with available special class vacancies.

As a result, there are currently no plans to open an additional special class in this school. The NCSE acknowledge that circumstances may change, and they are committed to ensuring that both the parents and the school receive the necessary advice and support.

Parents seeking special class placements for their children are advised to contact the NCSE locally so that their needs can be taken into account for planning purposes. The local special educational needs organisers (SENOs) remain available to assist and advise parents of children with special educational needs. Parents may contact SENOs directly using the contact details available at: ncse.ie/regional-services-contact-list . 

Information on the list of schools with special classes, the types and locations of these classes is published on the NCSE website and is available at www.ncse.ie 

I want to reassure you also that my Department will continue to support the NCSE and schools through the provision of the necessary funding and capital investment to ensure all children are successful in accessing an education.

School Transport

The School Transport Scheme is a significant operation managed by Bus Éireann on behalf of the Department of Education.  In the current school year, over 147,900 children, including over 18,000 children with special educational needs, are transported on a daily basis to primary and post-primary schools throughout the country.

In addition, school transport scheme services are being provided in the current school year for over 5,200 children who have arrived to Ireland from Ukraine.

The total cost of the scheme in 2022 was €338.9m.

The Post Primary School Transport Scheme supports the transport to and from school of children who reside not less than 4.8 kilometres from and are attending their nearest post-primary education centre/school.  While it is the prerogative of parents to send their children to the post-primary school of their choice, eligibility for school transport at post primary level is to the nearest education centre/school, subject to limited exceptions.

For the purposes of school transport provision, language relates to the Irish or English language. In practice this means that: 

- Children who choose to attend their nearest all-Irish school/unit may be eligible for school transport to that school/unit, even if it is not their nearest school.

- Children who choose to attend their nearest all-English school/unit may be eligible for school transport to that school/unit, even if it is not their nearest school.

In respect of the 2023/24 school year, the closing date for new applications was Friday 28 April 2023.  Any new applications made after the closing date are considered late applications and families are not guaranteed a seat on any available service. 

The Bus Éireann family portal will accept payments/medical card details until 9th June 2023.  Payments made after the deadline date will be deemed late and a seat may not be available to families at that stage.  Parents of eligible pupils must ensure applications are received and paid for on time to be considered.

Bus Éireann reviews all School Transport services for the 2023/24 School Year.  This review of services will be carried out after the payment deadline of 9th June 2023. 

Any new services can only be established under the terms of the scheme set out by The Department of Education.

Children who are eligible for school transport and who have completed the application process on time will be accommodated on school transport services where such services are in operation.

Children who are not eligible for school transport may apply for transport on a concessionary basis only and will be facilitated where spare seats are available after eligible children have been accommodated. Where the number of ineligible children exceeds the number of spare seats available Bus Éireann will allocate tickets for the spare seats using an agreed selection process.

Under the terms of the scheme, routes will not be extended or altered, additional vehicles will not be introduced, nor will larger vehicles or extra trips using existing vehicles be provided to cater for children travelling on a concessionary basis. 

The terms of the School Transport Schemes are applied equitably on a national basis.

Bus Éireann have advised that pupils residing in the area referred to by the Deputy and attending the school referred to by the Deputy are attending their third nearest all Irish Post Primary School and therefore are not eligible for school transport. 

There is currently no school transport service from the area in which the pupils reside to the school in question and the nearest pick up point to these pupils is approximately 9km from their home.

The 2023 Budget overall allocation towards the arts and culture programme is €356.982m. 10%, of that amount is €35,698.20m while doubling the figure at 100% would be €713,964m.

The 2023 allocation to An Chomhairle Ealaíon /the Arts Council is €130.488m. 5%, 10%, 15%, 20% and 25% of that amount is €6.524m, €13.049m, €19.573m, €26.098m and €32.622m respectively.

Arriving at meaningful comparisons for international expenditure is challenging for a number of reasons. As has been acknowledged by my colleague the Minister for Finance, and as is generally acknowledged, as one of the most globally-integrated economies in the world, and with a large foreign owned footprint, interpreting conventional measures of economic activity such as GDP is especially challenging in an Irish context. In addition, there are limited robust methodologies for international comparisons of Government expenditure on culture.

Eurostat as the statistical office of the European Union, collects data on general government expenditure by economic function using an international Classification of the Functions of Government (CoFoG). Eurostat ensures the standardisation of methodologies across Member States as well as validating and disseminating the data.

Under the system, public functions are divided into ten classes, which are further broken down into subclasses.

The 8th class is Recreation, Culture and Religion. While Class 8 as a whole is too broad to give any useful comparisons, the second sub-class of Cultural Services incorporates the arts. COFOG figures are published once a year in Spring for the penultimate complete calendar year. Eurostat published figures for 2021 in February 2023. In each Sub-class, three sets of data are provided for each Member state and the EU average; amount of public expenditure, its percentage of total public expenditure and its percentage of GDP.

In 2021, Ireland's expenditure on cultural services totalled 0.8% of total public expenditure compared with the EU average of 1%, while expenditure on broadcasting and publishing services at 0.7% exceeded the EU average of 0.4%.

There has been sustained and significant growth in public expenditure to support arts and culture under the current Government and I will look to sustain and where possible increase that support in the context of the forthcoming Budget Estimates process.

Wildlife Conservation

Deputy Holly Cairns asked the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media if her Department and public bodies/agencies that operate under her remit have policies in place to install artificial structures that provide shelter and habitat space for wild species, such as, but not limited to, insect hotels, bat boxes, nesting towers and beehives; and if she will make a statement on the matter. As part of its Climate Action Road Map my Department has established a Departmental Green Team and also local Green Teams to drive energy efficiency projects for the Department as an energy user across its five offices.

One of the key strands of this action is in relation to biodiversity. There are beehives on the roof of the Department's Offices in Kildare Street, which are shared with the Department of Enterprise, Trade and Employment, and work is at an advanced stage for the installation of beehives on the roof of Government Offices, Killarney. The Killarney Green Team has also organised a walk and talk in Killarney National Park by park staff on the subject of encouraging biodiversity.

As the local green teams advance their work programmes I am expecting further projects to emerge that support biodiversity.

In addition to the matters referenced by the Deputy, I have initiated a number of policies in my Department aimed at supporting climate action and biodiversity. These include the collaboration between my Department and the Department of Environment, Climate Action and Communications, on the Creative Climate Action fund as part of the Creative Ireland programme, and a dedicated climate action round of Sound and Vision funding by Coimisiún na Meán. The Sports Capital and Equipment Programme in my Department also has a specific focus on sustainable development of sports facilities, including installation of LED lighting, and I hope to shortly launch a grant programme to assist arts centres in making their buildings more environmentally sustainable. Officials are also working on the development of a new tourism policy which will have sustainability at its core I hope to launch this policy later this year.

In relation to bodies and agencies under my aegis, these are operational matters for the bodies in question but I can assure the Deputy that all bodies under the aegis of the Department are aware of the importance of supporting biodiversity and climate action, including for example Fáilte Ireland, which is undertaking significant work with Bord na Móna on rehabilitation of bogs to restore biodiversity and provide sustainable tourism experiences.

The National Cultural Institutions, as part of their commitment to the implementation of the public sector roadmap under the Climate Action Plan, will be implementing a range of actions including the establishment of green teams. They also play an important role in highlighting the climate and biodiversity emergency with the following highlights from their 2023 programming:

- As part of its role in showing the important links between our cultural heritage and our biodiversity, the National Museum of Ireland is presenting a new exhibition, The Artist, the Saint and the Murmur of the Bees, curated by National Museum’s Keeper of Folklife, Clodagh Doyle in collaboration with Natural History curator and Entomologist, Dr Aidan O Hanlon.

- Additionally, the Irish Museum of Modern Art will launch its second Eco-festival at the Royal Hospital Kilmainham in September.

- As part of a Department supported acquisitions programme, both IMMA and the Crawford Art Gallery are acquiring contemporary art works on a range of themes including the climate emergency.

Swimming Pools

Deputy Fergus O'Dowd asked the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media further to the great success of a pop-up pool in Ardee, County Louth, which finished on 12 May, if there is any consideration being given to the provision of a permanent pool in the growing town of Ardee; if her attention has been drawn to any engagement on such a proposal, given the need that is quite evident and the lack of any other public pools in the area; if she will advise on possible funding or guidance available for Louth County Council to explore this option going forward; and if she will make a statement on the matter. In relation to my Department's responsibilities, capital funding for swimming pools was previously provided through the Local Authority Swimming Pool Programme (LASPP). 52 pools have been completed under the LASPP and three swimming pool projects (Lucan, Buncrana and Edenderry) remain in the programme with the Lucan project currently under construction. Two pools in Louth received funding under the programme, namely Dundalk and Drogheda.

My Department also provided funding for the Swim Ireland Pop-Up pool programme.

Capital support for any new swimming pools is now being provided through the Large Scale Sport Infrastructure Fund (LSSIF). The first LSSIF allocations were announced in January 2020 and thus far, approximately €86.4 million has been awarded to 33 different proposals. 8 swimming pool projects received an allocation including the Dundalk Leisure Centre. The first LSSIF allocations were announced just prior to the arrival of the Covid-19 pandemic. The pandemic obviously gave rise to significant financial challenges for all grantees with many of them having to reprioritise their own expenditure plans due to reductions in their income streams. In more recent times, the high level of construction inflation has also presented considerable challenges for grantees.

In view of these issues, it was considered timely to review progress on all projects that were allocated grants and meetings with all grantees have taken place. It is encouraging that, based on these discussions with grantees, over half of the 33 projects should be in a position to draw down funding this year. While this progress is very welcome, these discussions also confirm that some projects in receipt of LSSIF grants may not proceed in the short to medium term.

In view of this, Minister Martin and I are currently considering whether additional resources could be provided to projects in need of further assistance and whether a new round of the LSSIF could be opened in due course. There is ongoing engagement with the Department of Public Expenditure, National Development Plan Delivery and Reform in this regard. Once these discussions are concluded, I will provide an update in respect of any new round of the LSSIF.

In relation to other grant supports, the Sports Capital and Equipment Programme (SCEP) is the primary vehicle for Government support for the development of sports and recreation facilities and the purchase of non-personal sports equipment throughout the country. Over 13,000 projects have now benefited from sports capital funding since 1998, bringing the total allocations in that time to over €1.15 billion. The Programme for Government commits to continuing the SCEP and to prioritising investment in disadvantaged areas.

The 2020 round of the SCEP closed for applications on Monday 1 March 2021 and by the deadline a record 3,106 applications were submitted. The final grants were announced on Tuesday 31 May last and the total allocation of €166.6 million represents the highest level of allocation ever made under the SCEP.

Following completion of the appeal process, my Department commenced a full review of all aspects of the 2020 round of the SCEP. This Review has now been published and is available on the Department’s website. The possibility of expanding the remit of the SCEP to include applications for upgrades to swimming pools is included in the Review. Now that the Review has been finalised, I have asked my officials to draft the "Guide to Making an Application" for the 2023 round to reflect the recommendations in the Review. Once completed, the Guide will be published on my Department's website. In addition, my officials and I continue to engage with the Department of Public Expenditure, NDP Delivery and Reform in relation to the launch of the next cycle of the SCEP.

In addition work on the first National Swimming Strategy continues apace, with the working group tasked with its development scheduled to hold its eighth meeting on 30 May. The working group is chaired by my Department and comprises representatives from relevant National Governing Bodies for sport and stakeholders, specifically Swim Ireland, Sport Ireland, Active Disability Ireland (formerly CARA), Ireland Active and the Local Authorities.

Whilst it is difficult to be precise about the exact timeframe for the delivery of the Strategy, I hope to be in a position to publish it by the middle of 2023 and it will further guide future swimming pool investment policy.

Museum Projects

In 2022, IMMA, the Irish Museum of Modern Art, received a proposal for an IMMA satellite gallery in Ballina, County Mayo to support the enhancement of the cultural offering in the region.

I understand that the proposal was discussed by the IMMA Board and briefing on the matter was provided to my Department. At the time, it was noted that the annual capital funding provision to IMMA did not extend to projects of this scale and that this project was not included in the National Cultural Institutions Investment Programme under the National Development Plan. The requirement to adhere to the terms and conditions of the public spending code for all Exchequer-funded capital projects was also noted.

During this period, Government decided to suspend the IIP programme. Given this decision and on the advice of my Department, IMMA has referred the project back to the project proposers for a review of the financial considerations given the proposed project's dependence on this programme.

This is for the redevelopment of the National Concert Hall as part of the National Cultural Institution Investment Programme. The value of the contract is €49,500 (excl. VAT). Agus na pleananna sin ceadaithe agus na socruithe cuí ina n-áit, cuirtear maoiniú ar fáil do cheanneagraíochtaí pleanála teanga leis an bplean teanga a chur i bhfeidhm thar tréimhse seacht mbliana.  Faoi láthair is soláthar idir €100,000 agus €150,000 sa mbliain a chuirtear ar fáil do na LPT agus €100,000 do na BSG.

Is fiú a nótáil gur thosaigh ceanneagraíochta pleanála teanga ag feidhmiú pleananna teanga ag amanna éagsúla den bhliain (sé sin taobh amuigh den gnáth bhliain féilire) agus, dá bhrí sin, bíonn an maoiniú a íocann Údarás na Gaeltachta ag brath ar dháta thosach feidhme an phlean teanga agus ar na héilimh ar íocaíochtaí a thagann ó na ceanneagraíochtaí.

Cuireann Acht na Gaeltachta 2012 an chreatlach reachtúil ar fáil chun tabhairt faoin bpróiseas pleanála teanga ar bhonn comhordaithe. Faoin bpróiseas tugtar an deis don phobal, an earnáil dheonach, an earnáil phoiblí agus an earnáil phríobháideach oibriú as lámha a chéile chun tacú leis an nGaeilge sna ceantair éagsúla atá aitheanta faoin bpróiseas. Tugtar an deis do phobail Ghaeltachta agus i mBailte Seirbhíse Gaeltachta agus Líonraí Gaeilge pleananna teanga a ullmhú agus a fheidhmiú ag leibhéal an phobail le tacaíocht leanúnach ó mo Roinn, ó Údarás na Gaeltachta agus ó Fhoras na Gaeilge. Cuirtear maoiniú reatha ar fáil do phleananna teanga a cheadaítear agus baintear úsáid as an maoiniú sin chun gníomhaíochtaí a chur i bhfeidhm agus Oifigigh Pleanála Teanga (OPT) a fhostú chun tabhairt faoin obair sin.

Cuirtear maoiniú idir €80,000 agus €150,000 in aghaidh na bliana thar tréimhse 7 mbliana ar fáil do phleananna teanga ceadaithe. Go ginearálta tugtar cead do Limistéar Pleanála Teanga, Líonra Gaeilge nó Baile Seirbhíse Gaeltachta Oifigeach Pleanála Teanga amháin a fhostú. Tá cead tugtha do 4 Limistéar Oifigeach Cúnta Pleanála Teanga a fhostú freisin chun tuilleadh tacaíocht a chur ar fáil d'fheidhmiú an phlean.

I gcás eisceachtúil amháin, LPT Oileán Árainn, tá maoiniú de €300,000 in aghaidh na bliana curtha ar fáil agus cead tugtha chun 3 OPT a fhostú.

Tá scála pá ar leith i bhfeidhm d’Oifigigh Pleanála Teanga, atá léithe thíos:

€35,000; €37,500; €40,000; €42,500; €45,000; €47,500; €50,000.

Is fiú a nótáil gur féidir le OPT tosú ar aon phointe idir pointe 1 agus 4 den scála, ag brath ar thaithí agus cháilíochtaí.
