Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the operation and management of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. In relation to the R561, Kerry County Council is the statutory road authority for its area. This is a matter for consideration by the Council in conjunction with TII who have responsibility for the operation of the N86.
