148. Deputy Emer Higgins asked the Minister for Transport his views on the operation of the average speed safety camera system which has been in operation on the M7 in Tipperary for almost 18 months in terms of road safety policy; if it is envisaged that this system will be extended; and if he will make a statement on the matter. As Minister for Transport, I have responsibility for overall policy and exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the operation and management of national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned.

The operation of Average Speed Cameras is a matter for An Garda Síochana and the road authorities concerned in the first instance. However, TII have an action in the Road Safety Strategy to prepare a technical paper on the selection of locations where Average Speed Cameras would be appropriate. This paper is expected to be finalised by year end and will inform further work in this area.
