182. Deputy Cian O'Callaghan asked the Minister for Transport if he is aware that many residents are unable to install electric vehicle charging points due to their management companies; if management companies are legally allowed to deny the installation of all EV charging points; if this is contrary to the Climate Action Plan 2023; if there are plans to change the legislation to compel management companies to allow EV charging points to be installed; and if he will make a statement on the matter. The Government is fully committed to supporting a significant expansion of the electric vehicle charging network over the coming years. Having an effective and reliable charging network is an essential part of enabling drivers to make the switch to electric vehicles.

It should be noted that management companies are not legally required to allow the installation of EV charging points in existing buildings. However, in line with the principles of improving energy performance, new buildings are subject to EV charging requirements.

There are no current plans to introduce regulation that would compel management companies to allow the installation of EV charging points in existing buildings.

The apartment charger grant is available to assist residents and owners of apartments and other multi-unit developments. The grant is designed for bulk installation of chargers at a single location. Owners’ management companies can apply.

Zero Emission Vehicles Ireland (ZEVI) is also currently engaging with Local Authorities to develop their EV Infrastructure Strategies which will identify areas without off street charging capabilities and identify solutions to be included in Implementation Plans which may include off street community chargers, Shared Charging facilities, and/or use of local Rapid Destination Chargers or Hubs.
