COMMITTEE ON FINANCE. - MOTION BY THE MINISTER FOR FINANCE.

The Message prescribed by the Constitution has been received from the Governor-General. I move:—

Go bhfuil sé oiriúnach a údarú go n-íocfar, amach as airgead a sholáthróidh an tOireachtas, aon chostaisí, muirearacha agus caiteachaisí na raghfar fútha fé fhorálacha aon Achta a rithfar sa tSiosón so chun buan-fhorálacha do dhéanamh chun an Gárda Síochána do choinneáil suas agus do regláil.

That it is expedient to authorise the payment out of moneys to be provided by the Oireachtas of any costs, charges and expenses incurred under the provisions of any Act of the present Session to make permanent provision for the maintenance and regulation of the Gárda Síochána.

There is nothing in the Bill that has any financial aspect as compared with the Temporary Bill, except that the possible maximum statutory strength of the Force is increased. Under the temporary enactment at present in force there is a maximum of 170 officers and 5,350 non-commissioned ranks. The present Bill provides for a possible maximum of 182 officers and 6,118 non commissioned ranks. The possible maximum does not represent the authorised strength for the time be being, and need not at any time be equal to the authorised strength. The actual strength will be determined by the Executive Council within a statutory maximum in accordance with Clause 1 (2) of the Bill.
