Vol. 21 No. 18

CEISTEANNA—QUESTIONS. ORAL ANSWERS. - DUBLIN COMPENSATION CLAIM.

asked the Minister for Finance if he is aware that no compensation has been paid to Mr. Laurence Raul in respect of losses, estimated at £299, arising out of a raid on 16th December, 1920, by British military on his business premises in Exchequer Street, Dublin, where he traded under the name of Messrs. Conway; if he is further aware if these premises were used in connection with the offices of the Local Government Department under the First and Second Dáil, and whether arrangements will now be made to pay Mr. Raul the compensation claimed by him.

Mr. Raul lodged a claim for £299 with the Compensation (Ireland) Commission, who made an award of £22 9s. 5d. with interest and £6 6s. for costs and expenses. The award was no doubt in respect of damage to windows, the Commission being precluded by its terms of reference from awarding compensation for loot. A paying order for £29 2s. 6d. in Mr. Raul's favour was issued in discharge of the award by my Department to his solicitors on the 6th April, 1925, but was not presented for payment and is now out of date. If it is returned to my Department it will be renewed. There are no funds at my disposal out of which any additional payment could be made. I am aware that the premises were utilised by the Local Government Department of the First and Second Dáil for interviews on a few occasions, but this does not affect the applicant's claim to compensation.
