CEISTEANNA—QUESTIONS. ORAL ANSWERS. - LAY TEACHERS IN INDUSTRIAL SCHOOLS.

asked the Minister for Education whether any steps are being taken to give official status and a salary to lay teachers in Industrial Schools, and, if not, when the matter will be investigated.

I have no control over Industrial Schools in matters relating to the Salaries and conditions of employment of their teachers. All Industrial Schools in the Free State are conducted by voluntary managers who own the schools and are responsible for the employment and payment of the teaching staffs. State assistance is confined to the payment to certified schools of a capitation grant towards the cost of the education and maintenance of children committed to these schools by the courts. Questions relating to the salary, status, and conditions of service of the teachers are matters for arrangement between the managers and the teachers concerned.

Does not the Minister think that the giving of State grants should be conditional on a living wage being paid to such teachers?
