Ceisteanna—Questions. Oral Answers. - Reinstatements in Civil Service.

asked the Minister for Finance (a) how many applications for reinstatement in the Civil Service were received since October, 1927, from persons dismissed or suspended from the Civil Service or the service of Dáil Eireann on account of political or military activities; (b) how many applicants have so far been re-employed in response to such applications; (c) how many applicants have been informed that they shall be re-employed as soon as suitable vacancies occur; (d) how many applicants have been refused re-employment, and on what grounds; (e) how many applications have yet to be considered and decided by the Executive Council; and (f) when does the Minister expect to complete action in regard to this matter?

(a) the total number of applications for reinstatement in the Civil Service received since October, 1927, from persons dismissed or suspended from the Civil Service or the service of Dáil Eireann on account of political or military activities is 55.

(b) 13 applicants have so far been re-employed in response to such applications.

(c) 5 applicants have been informed that they shall be re-employed as soon as they are certified by the Civil Service Commissioners and suitable vacancies occur.

(d) 23 applicants have been refused re-employment and have been notified accordingly. In some of these cases the refusal was due to the unwillingness of the applicants to give the undertaking necessary as to their attitude in the future. In others, the former posts from which the applicants were dismissed were of a temporary nature only, which would in the ordinary course have disappeared and employment in which did not consequently entitle the individuals to reinstatement. In the remaining cases the reasons for refusal arose on the different circumstances of the history of the individual applicants which, after due allowance was made for overlooking political or military activities in the general sense, were such as to preclude re-admission to the Service.

(e) 14 applications have yet to be considered and decided by the Executive Council.

(f) All these undetermined cases are at present under active consideration. A number are before the Executive Council and in the others the necessary preliminary inquiries are being pushed forward. It is not possible to state by what date all the cases can be completed as the ascertainment of the facts in some has been a matter of considerable difficulty. In the circumstances, it is not possible for the Minister to say more than that consideration of the undetermined applications will be expedited to the greatest possible extent.
