The views expressed by the deputation I received in June last regarding the arrangements for enabling civil servants to represent their views on Service matters involved a number of points on which considerable inquiry has been necessary before a decision could be arrived at. The matter is still under consideration and I am not yet in a position to make a statement upon it.
