asked the Minister for Local Government and Public Health if he will state the date of the appointment of the present Chief Roads Inspector; whether the appointment was made on the recommendation of the Civil Service Commissioners; and, if not, on whose recommendation and by whom was the appointment made, and what were his academic qualifications at the date of his appointment.

Mr. Quigley was appointed Chief Roads Engineer on the 30th July, 1923. The appointment was not made by the Civil Service Commissioners, as that body did not then exist. Mr. Quigley was appointed by the Minister for Local Government and Public Health because of his fitness for the position. He had been for sixteen years previously County Surveyor of Meath and had passed the Civil Service examination for County Surveyorships. I do not know anything about his academic qualifications, and do not see that it is necessary to inform myself on the matter.
