Imposition of Duties (Confirmation of Orders) Bill, 1934—First Stage.

Leave granted to introduce a Bill entitled an Act to confirm certain orders, made by the Executive Council under the Emergency Imposition of Duties Act, 1932—(Minister for Finance, Mr. MacEntee).

I propose that we take the Second Stage of this Bill on to-morrow.

Is there any particular urgency?

Yes; the Bill will be circulated immediately. It is a Bill for the confirmation of certain orders and it is urgent.

Would it not be possible to leave the Second Stage until this day week?

It is not desirable to do so. It will be circulated immediately to the members.

Surely it is not anything like eight months since the duties in connection with this Bill were imposed by order?

Then some of the duties the Minister has imposed must have been forgotten by him.

But these duties have to be confirmed by this Bill.

But they can be confirmed within eight months. Is it the case that the Minister has forgotten about those duties?

It is not a case of forgetting, but if the Deputy wishes to have the House brought back specially to consider them in the middle of the prospective holidays——

Surely if the Minister can postpone the Sale of Food and Drugs (Milk) Bill until this day fortnight he can also postpone the Second Stage of this.

What particular orders are these?

The sugar orders and certain other orders.

Orders which were issued within the last month?

No, since last February.

Second Stage fixed for to-morrow, Thursday, 19th July.
